The data used concern business creations from the SIRENE register. They allow for the short-term monitoring of the monthly changes in business registrations in France.

Statistical concepts and definitions

A business creation corresponds to the establishment of a new combination of production factors, with the condition that no other existing business is involved in the event.

Business creations are in fact creations of legal units. However, the term “business creation” is used due to the specific context at the time of registration. Indeed, at the time of its registration, it is not yet possible to determine whether a legal unit is independent or part of a group. By default, at the time of creation, every entity is therefore considered independent and treated as a business.

Since January 1, 2007, the concept of business creation has been based on a harmonised European definition to facilitate international comparisons.
