European Regulation No. 2019/2152 of the European Parliament and of the Council of 27 November 2019 on European business statistics (EBS Regulation) and its implementing Regulation (Regulation 2020/1197).

The rule applied in the context of business creation statistics is as follows: data are not disseminated if they are based on fewer than three businesses.

In practice, the data are published at a sufficiently aggregated level to ensure that this situation does not occur.
