The purpose of the survey on industrial energy consumption (EACEI) is to measure energy consumption in industry. This survey provides information on quantities consumed by energy type, related costs, and breakdown by use of each type of energy used. The data collected provide evaluations according to the divisions of the NAF rev. 2 classification. Tables are also published by size of the establishment, by region, and by NCE, the classification of activity related specifically to energy consumption. The energy types selected are: - electricity (purchased, self-produced and resold); - steam; - natural gas; - mains gas (apart from natural gas); - fossil coal; - lignite or poor quality coal - coal coke; - petroleum coke; - butane - propane; - heavy fuel oil; - domestic heating oil; - other petroleum products, even when not in the market sector; - black liquor (by-product from the chemical decomposition of wood to produce paper pulp) - wood and wood by-products; - special renewable and non-renewable fuels. In the frame of the surveys 2012 and 2013, the self-generated steam (consumed and sold) was also surveyed. The proposed uses of electricity have been modified in 2013 : - motive power ; - heat-related uses ; - thermodynamic uses ; - electrolysis ; - heating and other uses. The proposed uses of other energies are : - Steam production - Manufacture - Raw material - Electricity production - Other uses (including space heating and hot water production).

The topics covered by this survey are the observation of industrial energy consumption by volume, by value and by use. During the questioning stage an energy typology was used which was compatible with international definitions. Topics covered are : - fuel consumption; - total energy consumption; - self-production; - electricity purchase and consumption; - purchase, storage and consumption of energy products by industrial unit; - value of purchases, average purchase price and distribution of fuel consumption by use; - distribution of electricity consumption by use.

The scope of the survey conducted by INSEE in 2016 is : Establishments operators located in France (including overseas), with 20 employees or more, whose main activity is industrial (including recovery), excluding commercial crafts and excluding a part of energy industry. In code NAF rev. 2 this corresponds to: 07, 08, 09.9, 38.3 and 10 to 33 (except commercial crafts: 10.13B, 10.71B, 10.71C, 10.71D, manufacture of coke and refined petroleum products : 19.10Z, 19.20Z, enrichment, reprocessing and processing of nuclear fuel : 20.13A, 24.46 Z). From 2013, the scope was restricted to establishments with 20 or more employees in all sectors. Previously establishments with 10 employees at least were interviewed: agrifood industries until 2011 and 2011Z sector until 2012.

Data collection is via the internet with the option of sending in a paper version of the questionnaire.
This survey was conducted for the first time in 1983 by the official statistical system, reporting on 1982. Before then it was conducted by the Centre for economic studies and research on energy (Ceren).
Plan de sondage :
Sampling plan of the survey conducted by INSEE: Since 2013, about 8,500 establishments are interviewed each year. The sampling method is as follows: - Completeness for establishments of 250 employees or more and for strata sizing less than 10 establishments; - For other strata: a survey optimised by a Neyman allocation (on energy consumption), with stress on the precision of estimates by activity. From the EACEI 2013, the sample frame of EACEI is drawn from the new statistical Sirus directory (this directory is used as a frame for all thematic surveys). This change has led to a sharp increase in the number of units belonging to the scope of the survey between 2012 and 2013 : this fact impacts the results level
The EACEI survey is conducted among establishments, as this is where the energy consuming materials are implanted, and where the electricity meters and gas and fuel tanks are. Since the reporting year 2009, the survey has been conducted online (a paper version of the questionnaire may be sent upon request). Approximately 95% of the establishments surveyed respond oneline.

This type of monitoring of industrial energy consumption is specific to all developed countries. The International Energy Agency (IEA) requires and assembles information on these subjects. For European Union countries, Community regulation 58/97 concerning structural business statistics sets out additional obligations in this field.
