Slowdown in business births in July 2025 Enterprise births - July 2025
In July 2025, the total number of business births – all types of businesses combined and seasonally and working-day adjusted – continued to rise, although at a slower pace than in the previous month (+0.7% after +3.0% in June). It reached a new all-time high of 99,600 births. Registrations of individual businesses under the micro-entrepreneur status slowed (+1.1% after +3.9%), as did company births (+0.4% after +1.5%), while births of conventional sole proprietorships declined (-1.4% after +0.9%). In raw data, the total number of businesses created over the past twelve months (August 2024 to July 2025) fell slightly by 0.2% compared with the same period one year earlier (August 2023 to July 2024).

Monthly rise in business births, especially in the trade sector
In July 2025, after seasonal and working-day adjustment, business births rebounded in the trade sector, including motor vehicle and motorcycle repair (+4.9% after -1.9%). They picked up in education, health, and social work activities (+2.7% after -0.1%), and continued to rise in business support activities (+1.8% after +2.5%). Conversely, business births declined in the construction sector (-2.4% after +13.3%) and dropped sharply in industry (-11.4% after +13.3%).
Year-on-year increase in business births over the past three months
In raw data, the cumulative number of business births from May to July 2025 rose by 4.2% compared with the same period one year earlier. Registrations of individual businesses under the micro-entrepreneur status increased (+4.7%), as did company births (+4.2%), while births of conventional sole proprietorships grew at a more moderate pace (+1.0%).
Over this period, the sector contributing the most to the overall increase was trade, including motor vehicle and motorcycle repair (+6,300 births compared with the same period one year earlier, accounting for a contribution* of +2.3 points). Within this sector, births rose particularly in “mail order and online retail of specialized goods” (+2,900 births compared with the same period one year earlier). Conversely, the construction sector contributed the most to the decline in business births compared with the same period one year earlier (-1,100 births, accounting for a contribution of -0.4 points).
Stability in business births over the past twelve months
In raw data, the total number of business births over the past twelve months (August 2024 to July 2025) was virtually stable year on year (-0.2%). Births of conventional sole proprietorships fell sharply (-12.1%), while registrations of individual businesses under the micro-entrepreneur status increased (+0.9%), as did company births (+1.9%).

Revisions
For June 2025, the month-on-month change in total business births (all types of businesses combined) has been revised downward by 0.3 points, due to revisions to raw data and the update of seasonal and working-day adjustment (SA-WDA) coefficients. It now stands at +3.0%, compared with +3.3% as previously published.

The business births series is compiled using data from the Business Demography Information System (SIDE). This system is fed with data from Sirene and supplemented with information from the statistical register Sirus.
The concept of business birth presented by Insee is based on the definition established by Eurostat to ensure harmonization and comparability of european data. According to Eurostat, a business birth corresponds to the emergence of a new legal, market-oriented, and productive entity with no predecessor. This concept of business birth is based on the establishment of new production means.

The term “conventional sole proprietorships” refers to individual businesses excluding micro-entrepreneurs, while “conventional businesses” refers to all businesses excluding micro-entrepreneurs.
Sectoral trends are presented in descending order of their contribution to the overall change in business births.
