In April 2025, the total number of business births—all types of businesses combined and seasonally and working-day adjusted—rebounded strongly (+4.6% after -1.7% in March), reaching its highest level since May 2024. This rebound concerned both registrations of individual businesses under the micro-entrepreneur status (+4.9% after -1.3%) and creations of conventional sole proprietorships and companies (+4.0% after -2.4%). In raw data, the total number of businesses created over the past twelve months (from May 2024 to April 2025) rose by 1.4% compared to the same period one year earlier (from May 2023 to April 2024).

Monthly increase in business births across nearly all sectors

In April 2025, seasonally and working-day adjusted, business births rebounded very strongly in the transportation and storage sector (+20.5% after -10.7%). They also picked up markedly in trade, including the repair of motor vehicles and motorcycles (+6.4% after -2.6%), and in the industry sector (+11.9% after -12.1%). In contrast, they declined in household services (-1.5% after +1.4%), the only sector to record a decrease over the month.

Year-on-year decline in business births over the past three months

In raw data, the cumulative number of business births from February to April 2025 fell by 1.1% compared to the same period one year earlier. Creations of conventional sole proprietorships dropped sharply (-17.2%), registrations of individual businesses under the micro-entrepreneur status declined very slightly (-0.2%), while company births increased (+3.2%).

Over this period, the construction sector contributed the most to the overall decrease (-3,200 business births compared to the same period one year earlier, representing a contribution of -1.1 percentage points). Within this sector, the decline was particularly pronounced in “electrical installation work in all types of premises” (-600 business births). In contrast, the transportation and storage sector provided the largest positive contribution to the trend over the period (+4,700 business births), partly offsetting the overall decline.

Business births have increased over the past twelve months, except for conventional sole proprietorships

In raw data, the total number of business births over the past twelve months (from May 2024 to April 2025) rose by 1.4% year on year. Company births increased (+3.5%), as did registrations of individual businesses under the micro-entrepreneur status (+2.9%), while creations of conventional sole proprietorships fell sharply (-12.6%).

Revisions

For March 2025, the monthly change in total business births (all types of businesses combined) has been revised downward by 0.4 percentage points, due to updates to raw data and the recalibration of seasonal and working-day adjustment (SA-WDA) coefficients. The variation now stands at -1.7%, compared with -1.3% as previously published.

The business births series is compiled using data from the Business Demography Information System (SIDE). This system is fed with data from Sirene and supplemented with information from the statistical register Sirus.

The concept of business birth presented by Insee is based on the definition established by Eurostat to ensure harmonization and comparability of european data. According to Eurostat, a business birth corresponds to the emergence of a new legal, market-oriented, and productive entity with no predecessor. This concept of business birth is based on the establishment of new production means.

Business birth statistics distinguish applications for registering individual businesses under the micro-entrepreneur status. The term “conventional sole proprietorships” refers to individual businesses excluding micro-entrepreneurs, while “conventional businesses” refers to all businesses excluding micro-entrepreneurs.

Sectoral trends are presented in descending order of their contribution to the overall change in business births.

The business births series is compiled using data from the Business Demography Information System (SIDE). This system is fed with data from Sirene and supplemented with information from the statistical register Sirus.

The concept of business birth presented by Insee is based on the definition established by Eurostat to ensure harmonization and comparability of european data. According to Eurostat, a business birth corresponds to the emergence of a new legal, market-oriented, and productive entity with no predecessor. This concept of business birth is based on the establishment of new production means.

Business birth statistics distinguish applications for registering individual businesses under the micro-entrepreneur status. The term “conventional sole proprietorships” refers to individual businesses excluding micro-entrepreneurs, while “conventional businesses” refers to all businesses excluding micro-entrepreneurs.

Sectoral trends are presented in descending order of their contribution to the overall change in business births.
