« Plan d'investissement dans les compétences »: a wide-ranging program assessed by an unprecedented mechanism

Launched in 2018 with the ambition of providing more training for jobseekers furthest from the labour market, better meeting the needs of the economy and qualitatively improving the training system, the Skills Investment Plan, named « Plan d'investissement dans les compétences (PIC) » in French, was endowed with nearly 14 billion euros and evaluated over five years by an independent scientific committee. Although the implementation and management of actions deployed at different territorial levels proved complex, the PIC was able to initiate moves for transformation of regional training provision, enabling more people to gain access to training and employment. However, there has been little change in the focus on shortage occupations and those furthest from employment. And yet, training facilitates professional transitions and a return to employment for all, but more so for people with a lower diploma than a baccalaureate.
