In October 2024, the total number of business births, across all types of businesses, increased anew (+1.5%) after four consecutive months of decline, according to seasonally and working-day adjusted data. This rise is driven by the rebound both in traditional business births (+1.8% after -4.3%) and in micro-entrepreneur registrations (+1.3% after -4.8%). In raw data terms, the total number of business births over the past twelve months (November 2023 to October 2024) rose by 5.8% compared to the same period a year earlier (November 2022 to October 2023).

The variations in business births compared to 2023 should be interpreted with great caution. Since 1st January 2023, business registration formalities must be completed via the electronic “one-stop shop” for business formalities. This major change weakened the monthly tracking of business births in 2023. However, its effect on the measurement of the number of business births in 2023 is overall limited. Further information is available on the “Documentation” tab of the online version of this publication.

Rebound in business births over one month in most sectors

In October 2024, seasonally and working-day adjusted, business births rebounded in most sectors. Notably, they recovered clearly in trade and the repair of motor vehicles and motorcycles (+5.5% after -3.9% in September), transportation and storage (+3.6% after -1.1%), and business support activities (+1.6% after -6.1%). They remained virtually stable in construction after a sharp drop in September (+0.7% after -14.3%). However, business births continued to fall very sharply in industry (-7.3% after -2.4%), and more moderately in household services (-0.7% after -5.2%) and accommodation and food service activities (-1.5% after -5.2%).

Decline in business births year on year over the past three months

In raw data terms, the cumulative number of business births from August 2024 to October 2024 decreased compared to the same period in 2023 (-3.1%). This decline is mainly driven by the steep drop in traditional individual business births (-17.3%) and, to a lesser extent, by falls in the start-ups of companies (-1.6%) and individual businesses under the micro-entrepreneur status (-1.4%).

Over this period, the sector contributing the most to the decline is business support services (-4,700 creations compared to the same months a year earlier, representing a contribution* of -1.7 points). Within this sector, the decrease is particularly pronounced in “business consulting and other management consulting” (-4,100 creations over the last three months). Additionally, the construction sector also significantly contributed to the decline (-3,500 creations). Conversely, business creations in the transport and storage sector (+5,200 creations compared to the same months a year earlier) have continued to rise.

Significant increase in business births over the past twelve months

In raw data terms, the total number of business births over the past twelve months (November 2023 to October 2024) increased significantly: +5.8% year on year. Micro-entrepreneur business births grew strongly (+7.7%) and company formations rose more moderately (+3.8%), while traditional sole proprietorship births declined (-1.0%).

Revisions

For September 2024, the monthly variation in total business births (all types combined) has been revised upwards due to adjustments in raw data and updates to the seasonal adjustment (SA) and working-day correction (WDC) coefficients. It is now recorded at -4.6%, compared to -5.0% in the previous release.

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

The business births data are built from the Business Demography Information System (SIDE), which replaces the Register of Enterprises and Establishments (REE). This information system is supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

The business births data are built from the Business Demography Information System (SIDE), which replaces the Register of Enterprises and Establishments (REE). This information system is supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.
