In September 2024, the decline in business births intensified significantly Enterprise births - September 2024
In September 2024, the total number of business births, across all types of businesses, decreased for the fourth consecutive month, with a sharper decline than in August (-5.0% after -1.0% in August), based on seasonally and working-day adjusted data. This further drop is due to both the decline in the creation of conventional businesses (-4.1% after -2.0%) and the decrease in registration of micro-entrepreneurs (-5.5% after -0.5%). In raw data, the total number of business births over the last twelve months (from October 2023 to September 2024) increased by 5.7% compared to the same period a year earlier (from October 2022 to September 2023).
The variations in business births compared to 2023 should be interpreted with great caution. Since 1st January 2023, business registration formalities must be completed via the electronic “one-stop shop” for business formalities. This major change weakened the monthly tracking of business births in 2023. However, its effect on the measurement of the number of business births in 2023 is overall limited. Sharp decline in business births over one month across nearly all sectors
In September 2024, seasonally and working-day adjusted, business births decreased across all sectors. They declined sharply again in manufacturing (-7.5% after -6.0% in August), in household services (-6.3% after -7.5%), and very sharply in construction (-15.0% after -6.2%). Business births also fell back sharply in almost all other sectors: business support activities (-7.2% after -1.2%), real estate activities (-4.6% after +1.0%), wholesale and retail trade, repair of motor vehicles and motorcycles (-3.7% after +1.2%) and financial and insurance activities (-1.2% after +3.7%). In education, human health, and social work activities, business births remained virtually stable (-0.1% after -2.8%).
Slight year-on-year increase in business births over the last three months
In raw data, the cumulative number of business births from July 2024 to September 2024 increased slightly compared to the same period in 2023 (+0.4%). This rise was driven by the growth in the creation of companies (+3.6%) and, to a lesser extent, by that of individual businesses under the micro-entrepreneur form (+1.3%). Conversely, traditional individual business creations decreased sharply (-12.0%).
During this period, the transport and storage sector contributed the most to the increase (+4,200 business births compared to the same months a year earlier, representing a contribution* of +1.7 points). Within this sector, the rise was mainly due to the increase in “other postal and courier activities” (+3,000 business births over the last three months), which includes home delivery services. This increase was partially offset by a decline in business births in the business support sector (-2,200 compared to the same months a year earlier).
Significant increase in business births over the past twelve months
In raw data, the total number of business births over the past twelve months (from October 2023 to September 2024) increased clearly: +5.7% year on year. Business births under the micro-entrepreneur form grew sharply (+7.6%), while the creation of companies (+3.3%) and of conventional sole proprietorships (+0.8%) increased more moderately.

Revisions
For August 2024, the monthly change in total business births (across all types of businesses) has been revised downward due to the revision of raw data and updates to seasonal adjustment (SA) and working-day adjustment (WDA) coefficients. The change now stands at -1.0% compared to -0.5% in the previous release.

The business births data are built from the Business Demography Information System (SIDE), which replaces the Register of Enterprises and Establishments (REE). This information system is supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.
The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.
Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.
From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
