In May 2024, the number of business births for all types of enterprises rose again month on month (+3.3% after +1.6% in April, seasonally and working-day adjusted). Micro-entrepreneurs' registrations continued to grow (+3.9% after +3.3%) while conventional business births rebounded (+2.2% after ‑1.5%). The raw number of business births over the last twelve months (June 2023 to May 2024) increased by 5.8% compared with the same months one year earlier (June 2022 to May 2023).

The variations in business births compared to 2023 should be interpreted with great caution. Since 1st January 2023, formalities for registering a business must be carried out on the electronic “one-stop shop” for business formalities. This major change weakened the monthly monitoring of business births in 2023. However, its effect on the measurement of the amount of business births in 2023 is limited overall. Further information is available on the Documentation tab of the online version of this publication. For the publication of this issue of Informations Rapides, the seasonal and working-day adjustment models (SA-WDA) have been revised to take better account of changes in the seasonality of the series over the recent period.

In May 2024, the number of business births for all types of enterprises rose again month on month (+3.3% after +1.6% in April, seasonally and working-day adjusted). Micro-entrepreneurs' registrations continued to grow (+3.9% after +3.3%) while conventional business births rebounded (+2.2% after ‑1.5%). One-month increase in business start-ups in almost all sectors

In May 2024, seasonally and working-day adjusted, business births rose again strongly in transportation and storage (+8.6% after +10.6%) and in information and communication (+11.2% after +7.4%) and more moderately in business support activities (+2.8% after +2.0%). Conversely, business births continued to fall in wholesale and retail trade (including motor vehicles trade and repair) by ‑1.2% after ‑4.4%.

Sharp rise in business births over the past three months

The raw number of business set up from March 2024 to May 2024 rose sharply (+8.1%) in comparison with the same months one year earlier, which had seen a sharp fall in business births. Micro-entrepreneurs’ registrations rose more strongly (+10.7%) than those of companies (+4.4%) and conventional sole proprietorships (+2.0%).

Over this period, transportation and storage activities made the largest positive contribution to the overall increase (+5,600 business births compared to the same months one year earlier, representing a contribution* of +2.2 points). Within this sector, the rise was due in particular to the growth in “other postal and courier activities” (+3,900 business births over the last three months) which includes in particular home delivery.

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Increase in business births over the last twelve months

The raw number of business births totted up over the last twelve months (from April 2023 to May 2024) rose sharply (+5.8% year on year) due to sole proprietorships’ births. Indeed, micro-entrepreneurs’ registrations grew strongly (+9.3%) while the number of conventional sole proprietorships’ births increased moderately (+1.7%). Conversely, company births fell slightly (‑0.5%).

Revisions

The seasonal and working-day adjustment models have been updated to take better account of the seasonality of the series over the recent period. As a result, the seasonally adjusted series as a whole have been revised more extensively than usual. For the month of April 2024, the monthly variation in business start-ups for all types of businesses combined has been revised downwards by 0.3 points: it now stands at +1.6%.

For further information

The business births data are build from the Business Demography Information System (SIDE) which replaces the Register of Enterprises and Establishments (REE). This information system is itself supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.

The business births data are build from the Business Demography Information System (SIDE) which replaces the Register of Enterprises and Establishments (REE). This information system is itself supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
