In March 2024, the number of business births for all types of enterprises fell by 1.9% month on month after ‑0.6% in February, seasonally and working-day adjusted. Micro-entrepreneurs' registrations decreased (‑1.8% after ‑0.2%) as well as conventional business births (‑2.1% after ‑1.2%). The raw number of business births over the last twelve months (April 2023 to March 2024) increased by 3.4% compared to that of the same period one year earlier (April 2022 to March 2023).

The variations in business births compared to 2023 should be interpreted with great caution. Since 1st January 2023, formalities for registering a business must be carried out on the electronic “one-stop shop” for business formalities. This major change weakened the monthly monitoring of business births in 2023. However, the effect of this change on the measurement of the amount of business births in 2023 is limited overall. Further information about this change is available on the Documentation tab of the on-line version of this publication.

Fall in business births over a month across all sectors

In March 2024, seasonally and working-day adjusted, business births fell in all the main sectors of activity. They dropped again in household services (‑3.6% after ‑1.4%) and in transportation and storage (‑4.1% after ‑3.2%), and fell back in industry (‑4.6% after +1.6%) and in construction (‑2.4% after +2.8%).

Sharp increase in business births in the first quarter of 2024

The raw number of business set up in Q1 2024 rose sharply (+11.7%) compared with Q1 2023, which had been marked by a sharp fall in business births. The business births rose for each type of business: micro-entrepreneurs (+12.6%), conventional sole proprietorships (+13.7%) and companies (+9.0%).

Over this period, wholesale and retail trade (including motor vehicles trade and repair) made the largest positive contribution to the overall increase (+6,200 business births compared with the first quarter of 2023, representing a contribution* of +2.3 points). Within this sector, the rise was due in particular to that in “retail sale via home-shopping by specialized catalogue” (+2,000 business births in the first quarter of 2024).

Increase in business births over the last twelve months

The raw number of business births totted up over the last twelve months (from April 2023 to March 2024) increased (+3.4% year on year), due to micro-entrepreneurs’ registrations. Indeed, micro-entrepreneurs’ registrations rose markedly (+7.1%). Conversely, company births decreased (‑3.5%), while conventional sole proprietorships’ births remained stable.

Revisions

The monthly variation in business births of all types of enterprises for February 2024 has been revised downwards by 0.3 points. It stands at ‑0.6%.

The business births data are build from the Business Demography Information System (SIDE) which replaces the Register of Enterprises and Establishments (REE). This information system is itself supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
