In Q3 2018, net payroll job creation reached +15,000 (that is +0.1%), after +15,900 in the previous quarter. Payroll employment declined again in the public sector (-7,400), and increased slowly again in the private sector (+22,400). Year on year, it rose by 175,100 (that is +0.7%): 197,200 jobs were created in the private sector and 22,100 jobs destroyed in the public service.
Warning: The introduction of the “Déclaration Sociale Nominative” (DSN) to replace the “bordereau récapitulatif de cotisations” (BRC) may affect transitorily the declarative behavior of businesses. During the ramp-up phase of the DSN, adjustments are made in the statistical processing chain of employment estimates to reflect these changes. These changes are likely to generate more revisions than usual to data.

Payroll employment was almost stable in industry and continued to grow strongly in construction
Payroll employment remained almost stable in industry in Q3 2018 (– 900, that is 0.0%), showing nonetheless a year on year increase (+4,300).
The growth of payroll employment in construction remained strong: +5,400 (that is +0.4% as in Q2 2018). Year on year, the increase reached +29,100 jobs (that is +2.2%).
Payroll employment slowed down in market services due to temporary work
In Q3 2018, payroll employment increased by 15,300 in market services, that is +0.1%, after +0.2% in the previous quarter. Year on year, the market service sector as a whole supported the large majority of payroll employment growth: +158,300, that is +1.3%.
The decline in temporary employment was sharper:
– 9,600 jobs in Q3 2018 i.e. -1.2% after -0.6% in Q2 2018. Over a year, it was still increasing: +22,500, that is +2.9%. Employment in services excluding temporary work increased by +0.2% in Q3 2018 at the same pace than in the previous quarter. Over a year, the market service sector excluding temporary work expanded by 136,100 jobs (+1.2%).

Employment decreased slightly again in public service
Employment in mainly non-market services decreased again in Q3 2018: – 6,500 jobs, after – 12,000 in the previous quarter. Private employment bounced back lightly
(+ 1,100 jobs after – 3,000 jobs), while employment in public service continued to decline (-7,400 jobs after
-8,900 jobs in the second quarter). Over a year, mainly non-market services decreased by 23,100 jobs (of which – 22,100 in public service).
Revisions
Compared to the employment estimate published on 11 September 2018, net job creation of Q2 2018 has been barely revised (+3,400 jobs). Compared to the flash estimate focused on the private sector published on 13 November 2018, net job creation in Q3 2018 has been revised downwards by 7,800, especially due to market services.
