Objectifs :

Business start-up statistics serve for the monitoring of the business start-up trends in the main sectors.

Using the January 2009 index, the series are calculated in the "NA" aggregated classification, based on the NAF rev. 2, which came into force on 1st January 2008.

It allows improved monitoring of the service sector and facilitates international comparisons.

The Business Start-Up Index covers the following sectors:

- Industry (BE)

- Construction (FZ)

- Commerce, transport, accommodation and catering (GI)

- Information and communication (JZ)

- Financial activities (KZ)

- Real estate activities (LZ)

- Service activities (MN)

- Teaching, health and social services (OQ)

- Other service activities (RU).

Until the December 2008 indicators, the series were published in the Summary Economic Classification (NES) associated with the NAF rev. 1.

INSEE records the civil status of all enterprises and their establishments which are situated in metropolitan France and French Overseas Departments (DOM), regardless of their legal status and business sector.

This source of information - the computerised National Enterprise and Establishment Register Database (SIRENE register) - is used for the creation of business start-up series.

Méthodologie :

When it submits its first declaration of the start-up of a non-salaried activity, the enterprise or corporate body is registered in the directory and receives a unique identification number: the SIREN.

The appearance of a legal operating unit with no predecessor (except for agriculture, which is not considered in the calculation) is considered to be a newly created enterprise.

Since 1st January 2007, the concept of creation adopted by INSEE is based on the implementation of new means of production. It corresponds to the concept defined by EUROSTAT.

The business start-up series according to this new concept is recalculated into the "NA" aggregated classification since the year 2000, which serves for the analysis of data over a long period.

The business start-up statistics include applications for start-ups as "auto-entrepreneurs" (new, simplified self-employment status), starting from the data relating to January 2009.

Autres spécifications :

Since 1st January 2007, the CVS-CJO data (correction for seasonal variations and for calendar effects) are created according to a specific method which is used to improve the correction for seasonal variations, especially those relating to the changes of administrative context that have occurred in recent years.

There is no CVS-CJO data for the start-ups as "auto-entrepreneurs" series because this status is too recent.

The data for a given month may undergo slight modifications during the processing of the following month(s) but become final on the third month.
