Présentation statistique
Data description
Localized indicators:
- Distribution of living standards (quartiles, deciles, median, interquartile range, D9/D1 interdecile ratio, Gini index, S80/S20 ratio);
- monetary poverty (poverty rate);
- structure of disposable income (share of income from employment, pensions, investment income, social benefits, and direct taxes).
For departments, regions and mainland France, all indicators are published, and the poverty rate and median standard of living are broken down by age, gender and housing tenure.
For other geographical levels, only the poverty rate and median standard of living are published.

Statistical concepts and definitions
The concept of a household, in the sense of a household-living unit, is used in household surveys and is derived from the questionnaires. In Filosofi 2, this concept is defined as follows:
- All persons living in the same dwelling as their tax household constitute a household-living unit.
- A person attached to a tax household but residing in a separate ordinary dwelling is considered to form a household-living unit on their own in place of residence. Such a person is referred to as a ‘bilocalised’ person. This applies in particular to students living away from home.
The standard of living is equal to disposable income divided by the number of consumption units (CU). In
Filosofi 2, it is calculated at the tax household level, and the scale used to calculate
the number of CUs is based on the OECD equivalence scale, to which a surcharge is
added for people living in two locations:
- 1 CU for the first adult in the household;
- 0.5 CU for each additional person aged 14 or older;
- 0.3 CU for each child under 14;
- +0.5 CU per person living in separate housing from their tax household (“living
in two locations”).
The poverty line is set at 60% of the median metropolitan standard of living.

Highlights
With the 2023 edition, the Filosofi programme is undergoing a major overhaul.
For this edition, the scope of the data released is more limited than in previous
editions, in order to ensure the relevance of the indicators published.
Further details on the specific features of the 2023 release and the usual precautions
are provided in the document ‘Filosofi 2023 Accompanying Note’.
