According to business managers surveyed in July 2026, the business climate in the construction sector is stable. At 95, the synthetic indicator remains below its long-term average (100). Building contractors’ opinion on their past activity has rebounded slightly, while the one relating to expected activity has fallen back somewhat. The production capacity utilisation rate has rebounded, while the balance of opinion on expected prices has decreased sharply, as well as the one relating to the economic uncertainty felt by building managers.
The seasonal adjustment factors and the parameters of the synthetic indicators were updated in July 2026, as usual at this time of year. As a result, all previously published results for this survey have been revised. These revisions are minor and do not alter the interpretation of the economic outlook.

Among building contractors who distinguish their expected activity by type of construction, the balances in new dwelling constructions and in maintenance-improvement have fallen back and have moved away from their long-term average. In the construction of other new buildings, the balance has picked up after five consecutive months of decline and has moved closer to its long-term average.
Entrepreneurs in the sector are slightly less pessimistic about the general outlook for the sector than in the previous quarter: the corresponding balance of opinion has risen again a little but continues to stand well below its long-term average.
The balance of opinion on the economic uncertainty felt by building managers has fallen back very sharply, reaching its lowest level since April 2024. This balance has markedly returned below its long-term average.

The balance of opinion on order books is stable
In July 2026, the balance of opinion relating to the level of building construction managers' order books is stable and stands below its long-term average.
The production capacity utilisation rate has rebounded
In July 2026, the production capacity utilisation rate has rebounded: at 89.8%, it has moved away from its long-term average.
38% of companies report being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders. This share has gained two points since June and has drifted further away from its long-term average.
More business managers than in the previous month report facing obstacles limiting their production: at 59%, this proportion has increased and has moved closer to its long-term average. They are also more likely than in the previous month to report facing insufficient demand (37%), or workforce shortages (25%); these proportions stand respectively above and below their long-term average. They are less numerous than in the previous quarter to report facing recruitment difficulties (61%), a proportion which stands at its long-term average.
The share of companies that report facing supply-side difficulties only has declined (21%), while the share that report facing demand-side difficulties only is stable (18%).
