The balances of opinion relating to order books have fallen back
In November 2025, the balances of opinion associated with the level of order books, both global and foreign, have fallen back and moved back below their average. These decreases mainly concern the sector of “other transport equipment”.
The balance of opinion relating to personal production prospects has also fallen back but remains markedly above its long-term average. The one associated with past production has rebounded but remains well below its own. The balance relating to general production prospects in the industry has increased again a little and remains below its average. As for the balance of opinion on economic uncertainty felt by business leaders, it is almost stable and remains just above its own.
The balance of opinion on the current level of finished goods inventories has fallen back, still above its average.
The balances of opinion relating to the evolution of workforce size, both past and expected, have diminished slightly and have moved closer to their respective average.
The balance of opinion relating to the expected trend in selling prices over the next three months has fallen back and left its long-term average.
The share of companies reporting being limited in their production by workforce shortage has fallen back, but stays above its average. The share of those reporting sourcing difficulties as a limiting factor to their production has also fallen back slightly, while remaining above its own. In total, the proportion of companies declaring supply-side obstacles only is stable: at 23%, it stands just above its average. Finally, the share of companies reporting obstacles linked to demand only is also stable: at 25%, it remains well below its long-term average.

The business climate has strongly fallen back in the manufacturing of transport equipment
In November 2025, the business climate indicator in the manufacturing of food products and beverages has rebounded sharply. At 96, it has moved closer to its long-term average (100). This increase mainly comes from the rebound in the balance of opinion on global order books.
In the manufacturing of machinery and equipment goods, the synthetic indicator of the business climate has fallen back. At 104, it remains nevertheless quite markedly above its long-term average (100). It has resumed its decline in the manufacturing of electrical equipment and in the manufacturing of machinery and equipment, while it has increased for the third consecutive month in the manufacturing of computer, electronic and optical products, reaching its highest level since July 2023.
In the manufacturing of transport equipment, the business climate indicator has fallen back strongly. It has reversed its October's increase and has moved back to its long-term average (100). It has fallen back both in the sector of motor vehicles, trailers and semi-trailers, where it has moved away from its average, and even more so in “other transport equipment”, where it remains nevertheless above its own. For these two sub-sectors, the balances of opinion on order books have dropped.
Finally, the business climate indicator in “other manufacturing” has slightly increased again. At 97, the indicator remains below its long-term average (100), but has nonetheless reached its highest level since May 2024. This increase mainly comes from the balance of opinion on past production. At the sub-sector levels, the climate has brightened mostly in “textiles, clothing industries, leather and footwear industry” and in “rubber and plastic products”; the synthetic indicator, however, remains below its average in both of these sub-sectors.

For questions with three possible answers, a balance of opinion is the difference between the weighted percentage of “above normal” or “increase” answers and the weighted percentage of “below normal” or “decrease” answers.
The composite indicators of business climate presented here are estimated independently of one another. Thus, that of the whole of manufacturing industry cannot be deduced from the sub-sectoral climates. The same balances of opinion are included into their calculations, but they are not assigned the same weightings. Also, the indicators are scaled to have a long-run average of 100 and a standard deviation of 10.
