In October 2025, construction entrepreneurs’ opinion on their expected activity has deteriorated again: the corresponding balance has decreased and has diverged from its long-term average. The balance on past activity has fallen back sharply, hovering for the past two years below its long-term average.

Contractors' opinion on their expected activity is nonetheless contrasted when distinguishing by type of construction work. The balance of opinion relating to expected activity for dwelling constructions has rebounded strongly after two consecutive months of decline: it has almost gone back to its June level, just below its long-term average. The balance has sharply decreased in the maintenance-improvement activity and has returned below its long-term average. The one referring to non-dwelling construction has increased slightly, moving closer to its own.
Entrepreneurs in the sector are slightly more pessimistic than in the previous quarter regarding the general outlook for the sector: the corresponding balance of opinion has fallen back and has moved away from its long-term average, close to its lowest level observed since 2015 (excluding the COVID-19 pandemic) reached last January.
The economic uncertainty felt by building managers is virtually stable, at its long-term average.

The balance of opinion on order books has decreased again
In October 2025, the balance of opinion relating to the level of building construction managers' order books has decreased again, settling well below its long-term average. It is close to its lowest level observed since March 2017 (excluding the COVID-19 pandemic) reached last March.
The production capacity utilisation rate has recovered
In October 2025, 39% of companies report being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders. Up by 2 percentage points, this share remains above its long-term average (35%).
The production capacity utilisation rate has bounced back. At 89.9%, it has resumed a recovery trend that began in February 2025, when it had reached its lowest level since the COVID-19 pandemic. It now stands above its long-term average (89.0%).
More business managers than the previous month report facing obstacles limiting their production: at 60%, this proportion has increased again and has moved closer to its long-term average. Also, more contractors than in the previous month report facing insufficient demand (38%), a share that has increased again and moved away from its long-term average. However, fewer than the previous month report not being able to increase production due to workforce shortages: at 26%, this proportion has decreased again and moved away from its long-term average. Construction contractors also report fewer recruitment difficulties than in the previous quarter (64%), a share that still remains above its long-term average.
22% of companies report experiencing supply-side difficulties only and 19% demand-side difficulties only, proportions which are stable or virtually stable compared to September.

The balance of opinion on expected prices has declined again
In October 2025, the balance of opinion on expected prices has decreased again, deviating from its long-term average. It has reached its lowest level observed since 2017 (excluding the COVID-19 pandemic).
The quarterly balance of opinion on the cash-flow position of companies has deteriorated, moving away from its long-term average. It has reached its lowest level observed since 2019 (excluding the COVID-19 pandemic).
The quarterly balance relating to payment delays has increased very slightly, moving further away from its long-term average. It has reached its highest level observed since 2015 (excluding the COVID-19 pandemic).
Opinion on expected workforce size has strongly deteriorated
In October 2025, entrepreneurs’ balance of opinion on the change in their past workforce is stable, below its long-term average. The balance on expected workforce size has deteriorated sharply, falling below its long-term average and reaching its lowest level since April 2017 (excluding the COVID-19 pandemic).

For questions with three possible answers, a balance of opinion is calculated as the difference between the percentage of “above the normal” or “increase” responses and the percentage of “below the normal” or “decrease” responses.
The responses to this survey were collected between 26 September and 20 October 2025; most companies answer during the first two weeks of collection.
All the balances of opinion from this survey are included in this publication and are available in the complementary chronological series published online.
