Contractors' opinion on their expected activity has deteriorated regardless the type of construction work (new dwelling constructions, maintenance and improvement). The balance of opinion relating to expected activity for dwelling constructions has declined for the second consecutive month, after rising sharply between March and July; it remains below its long-term average. The balance has fallen back slightly in the maintenance-improvement activity and has moved closer to its long-term average. The one referring to non-dwelling construction has dropped back more markedly and has gone back below its long-term average.
The economic uncertainty felt by building managers has fallen back, returning to its long-term average.

The balance of opinion on order books has slightly decreased
In September 2025, the balance of opinion relating to the level of building construction managers' order books has slightly decreased, and remains well below its long-term average.
The production capacity utilisation rate has slightly dropped back
In September 2025, 37% of companies report being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders. Virtually stable, this share remains above its long-term average (34%).
The production capacity utilisation rate has very slightly dropped back compared to August. It stands at 89.4%, above its long-term average (89.0%).
As many business managers as in the previous month report facing obstacles limiting their production: at 57%, this proportion is stable and remains well below its long-term average and at its lowest level since November 2008. However, more contractors than in the previous month report facing insufficient demand (35%), a share that has bounced back and moved away from its long-term average. As many as in the previous month report not being able to increase production due to workforce shortages: at 28%, this proportion has stabilised, slightly below its long-term average.
The share of companies that report facing supply-side difficulties only has fallen back (22%) after three consecutive months of increase. The share that reports facing demand-side difficulties only has also slightly decreased (18%).
