According to business managers surveyed in August 2025, the business climate in the construction sector has brightened. At 98, the synthetic indicator has gained two points but remains below its long-term average (100). Entrepreneurs are much more optimistic than in July about their future activity prospects. Additionally, their production capacities are more utilised, and their assessment on their order book levels is slightly less negative.

Entrepreneurs’ balance of opinion on their expected activity has rebounded sharply
In August 2025, construction entrepreneurs’ opinion on their expected activity has markedly improved: the corresponding balance has rebounded sharply, moving back above its long-term average, thus reaching a level not seen since September 2023. The balance on past activity has increased slightly but remains well below its long-term average.

Contractors' opinion on their expected activity is mixed when broken down by type of construction work. The balance of opinion for new dwelling constructions has fallen back after five consecutive months of increase, moving away from its long-term average. In contrast, for non-dwelling constructions, the balance of opinion on expected activity has markedly rebounded, returning above its long-term average. For maintenance and improvement activities, the balance has also rebounded and has moved away from its long-term average.
The economic uncertainty felt by building construction managers remains stable for the third consecutive month, almost at its long-term average.

Order books are considered more garnished but remain weak
In August 2025, the balance of opinion relating to the level of building construction managers' order books has bounced back but remains weak, well below its long term average.
The production capacity utilisation rate has sharply rebounded
In August 2025, 38% of companies report being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders. Slightly increasing, this share remains above its long-term average (34%).
The production capacity utilisation rate has rebounded sharply after its steep fall back in July: at 89.6%, it has returned to its June level, returning above its long-term average (89.0%).
Fewer business managers than in the previous month report facing obstacles limiting their production: at 57%, this proportion, significantly below its long-term average, has returned to its lowest level since November 2008 already reached in June. Fewer contractors than in the previous month also report facing insufficient demand (32%), a share that has nearly returned to its long-term average. Slightly more than in the previous month declare facing workforce shortages: at 29%, this proportion has increased again and has returned to its long-term average.
The share of companies that reports facing supply difficulties only has slightly increased for the third month in a row (29%), while the share that reports facing demand difficulties only has fallen back (18%).

In August 2025, the balance of opinion on expected prices is virtually stable, at its long-term average.
Opinion on workforce size has slightly improved again
In August 2025, entrepreneurs’ balances of opinion on the change of their workforce size, both past and expected, have slightly improved again. The balance on expected workforce size has moved further away from its long-term average, whereas the one relative to past workforce size has returned right below its own.
