According to business managers surveyed in July 2025, the business climate in the construction sector is stable. At 96, the synthetic indicator remains below its long-term average. Entrepreneurs are more pessimistic than in June about their expected activity, but maintain their opinion regarding their past activity. Additionally, they have reported a marked deterioration in their capacity utilisation rate and a slight decline in the level of their order books.
The composite indicator of the business climate in the construction industry has been slightly revised in July 2025 to better reflect short-term dynamics of the economy. Some of the balances of opinion that are used to compute it have been changed, as well as its standardisation window, which has led to a downward shift in the indicator level by approximately 4 points. In addition, as usual at this time of year, seasonal coefficients have been updated. This has led to revisions to all the results previously released for this survey. The revisions induced by the updating of those coefficients are for the most part relatively minor. See the “Documentation” tab for more details.

In July 2025, construction entrepreneurs’ opinion on their expected activity has deteriorated again. The associated balance has decreased and has moved further away from its long-term average. Their opinion on past activity is stable, but remains well below its long-term average.

Contractors' opinion on their expected activity is mixed when broken down by type of construction work. The balance of opinion for new dwelling constructions has continued to recover: after five consecutive months of increase, it is now close to its long-term average. In July 2025, the balance of opinion relating to the level of building construction managers' order books has slightly fallen back and deviated further away from its long-term average.

This share has dropped back but remains above its long-term average (34%).
