At 101, the synthetic indicator has gained four points and has returned above its long-term average (100). This improvement in the climate, the strongest since January 2004 excluding the COVID-19 crisis, is due to a sharp rebound in the opinion balances on activity. This rebound is particularly pronounced for the balance on future activity.

Entrepreneurs’ opinion on their expected activity has rebounded very sharply
In May 2025, building contractors’ opinion regarding both their expected and past activity has rebounded. The increase over the past month in the balance on expected activity is the strongest recorded since December 2015, excluding the COVID-19 pandemic; it has thus returned to its long-term average for the first time since February 2024. The balance related to past activity has continued to hover below its long-term average.

The balance of opinion on order books has improved again but remains deteriorated
In May 2025, the balance of opinion relating to the level of building construction managers' order books has improved but remains below its long-term average.
The production capacity utilisation rate has increased slightly
In May 2025, 36 % of companies have reported being at the limit of their production capacity (production bottlenecks), meaning that they would not be able to produce more with their current resources even if they received more orders. This share has increased and has left its long-term average (34 %).
The production capacity utilisation rate has bounced back: at 89.2 %, it has returned above its long-term average (89.0 %), but continues to trend near its lowest levels since the COVID-19 pandemic.
Slightly fewer business managers than in the previous month have reported facing obstacles limiting their production: at 58 %, this proportion has fallen back slightly and moved away from its long-term average. Fewer than in the previous month have reported facing insufficient demand (36 %), a share that nevertheless remains well above its long-term average. Fewer have also reported facing workforce shortages: at 25 %, this proportion remains slightly below its long-term average.
The share of companies reporting facing supply difficulties only is stable (21 %), while the share reporting facing demand difficulties only has declined slightly this month (20 %).

The balance of opinion on expected prices remains stable
In May 2025, the balance of opinion on expected prices has remained stable for the third month in a row, and stays at its long-term average, which is also its lowest level since June 2017 (excluding the COVID-19 crisis).
Opinion on expected workforce size has improved
In May 2025, business managers’ balance of opinion regarding the expected evolution of their workforce size has improved, while that on past workforce size has remained stable. The balance relative to expected workforce size stands slightly above its long-term average, whereas the one related to past workforce size remains slightly below its own.
