The balances of opinion on global order books and on personal production prospects have strongly retreated
In May 2025, the balance of opinion associated with the level of global order books has strongly retreated and has left its long-term average. However, the balance relative to foreign order books has slightly increased again and has moved closer to its own.
The balance of opinion on personal production prospects has fallen back sharply and has moved back below its long-term average. However, the ones relating to past production and to general production prospects in the industry have slightly increased. The balance of opinion associated with past production is just below its average, while the one associated with general prospects remains well below its own. The balance of opinion on economic uncertainty felt by business leaders, meanwhile, has increased again and has departed from its average.
The balance of opinion on the current level of finished-goods inventories has slightly increased and has moved closer to its long-term average.
The balance of opinion on the past evolution of workforce size has increased for the third consecutive month and has moved away from its average. The one associated with the expected evolution of workforce size has decreased slightly and has moved closer to its own.
The balance of opinion relating to the expected trend in selling prices over the next three months has retreated a little and has moved closer to its average.
The share of companies reporting being limited in their production by workforce shortage has declined slightly and has moved closer to its average. The share of those reporting sourcing difficulties as a limiting factor to their production has moderately rebounded and has moved away from its own. Overall, the proportion of companies declaring supply-side obstacles only has diminished: at 23%, it remains just above its long-term average. The share of companies reporting obstacles linked to demand only has also decreased: at 26%, it is well below its long-term average.

The business climate has retreated in the manufacturing of food products and beverages, and in the manufacturing of transport equipment
In May 2025, the business climate indicator in the manufacturing of food products and beverages has fallen back. At 95, it has moved away from its long-term average (100). This decrease mainly comes from the retreat in the balances of opinion on order books, both global and foreign. The balance of opinion on global order books has reached its lowest level since July 2024. However, personal production prospects have strongly improved and have gone back above their average.
In the manufacturing of machinery and equipment goods, the synthetic indicator of the business climate has increased, and has moved back above its long-term average for the first time since March 2024. This rise mainly comes from the sharp rebound in the balance of opinion on foreign order books. Personal production prospects have strongly retreated but remain above their average.
In the manufacturing of transport equipment, the business climate indicator has fallen back and has returned to its long-term average (100). It has retreated both in the sub-sector of motor vehicles, trailers and semi-trailers and in “other transport equipment”. In the sub-sector of motor vehicles, trailers and semi-trailers, the decline comes from the balances of opinion on production, both past and expected, in addition to the balance of opinion on global order books. In “other transport equipment”, it comes mainly from personal production prospects and the balance of opinion on global order books.
Finally, the business climate indicator in “other manufacturing” is stable for the third consecutive month. At 94, the indicator remains well below its long-term average. The business climate indicator has strongly retreated in “other manufacturing industries” (which particularly includes the repair and installation of machinery), where it has moved below its average and has reached its lowest level since July 2017 (excluding COVID-19 pandemic). All of the balances used to compute the climate have contributed to this fall. In all of the other sub-sectors, the business climate indicator is stable or almost stable, except in “wood, paper, printing” where it has slightly improved, yet remaining below its average.

Revisions
The business climate in manufacturing industry of April 2025 has been revised upwards by one point (after rounding). This revision is mainly due to the inclusion of late responses from businesses.

For questions with three possible answers, a balance of opinion is the difference between the weighted percentage of “above normal” or “increase” answers and the weighted percentage of “below normal” or “decrease” answers.
The composite indicators of business climate presented here are estimated independently of one another. Thus, that of the whole of manufacturing industry cannot be deduced from the sub-sectoral climates. The same balances of opinion are included into their calculations, but they are not assigned the same weightings. Also, the indicators are scaled to have a long-run average of 100 and a standard deviation of 10.
This survey is part of the Joint Harmonised EU Programme of Business and Consumer Surveys, partly funded by the European Commission.
