Financial situation: decline in the balances of opinion

In September 2023, households' balance of opinion on the outlook for their financial situation has fallen by one point, following a 4-point drop in August. The balance of opinion on their past financial situation is also down (-2 points). The balance of opinion regarding the opportunity to make major purchases has gained one point in September.

All three balances remain well below their long-term averages.

Opportunity to save: increase

In September 2023, the balance of opinion regarding the opportunity to save has increased by 2 points, after remaining stable in August. It is well above its long-term average. The balance of opinion on the ability to save in the future has risen slightly (+1 point). On the other hand, the balance relating to current saving capacity has fallen by one point, after rebounding sharply last month (+4 points). Both are above their long-term averages.

Definition – The synthetic household confidence index summarizes household opinion on the economic situation: the higher its value, the more favourable household judgment of the economic situation is. It is calculated using a factor analysis technique, which enables to summarize concomitant movements of highly correlated variables. Here the index describes the common factor of 8 balances of opinion: the past and future general economic situation in France, the past and future personal financial situation, unemployment, major purchases intentions, current saving capacity and expected saving capacity.

Calculation method – Around 2,000 households are surveyed by telephone, during the first three weeks of each month. Answers to this survey were collected between 28 August and 18 September 2023. For each question, a balance of opinion is calculated as the difference between the percentages of positive and negative answers. As the level of these balances is not open to direct interpretation, comments are based on their changes and their distance to their long-term average. Seasonal coefficients are calculated again every month, hence the slight revision of the seasonal adjusted balance history in each publication.
