In November 2022, the number of business births for all enterprises continued to grow month on month (+2.5% after +1.7% in October seasonally and working-day adjusted). This is the sixth consecutive month of increase.

This new increase is due to micro-entrepreneurs' registrations, which rose again (+2.8% after +4.2%), and to a rebound in conventional business births (+1.9% after -2.3%). The raw number of business births over the last twelve months (December 2021 to November 2022) increased by 1.7% compared to that of the same period one year earlier (December 2020 to November 2021).

Increase in the number of births in household services

In November 2022, business births rose sharply again over a month in household services (+5.3% after +3.4%). They bounced back in education, human health and social work activities (+4.3% after -1.0%) and in industry (+6.8% after -1.4%). They grew again in transportation and storage (+4.9%). However, they fell back in business support activities (-1.8% after +4.8%), the only major sector to decrease.

Sharp increase in business births over the last three months

The raw number of business births over the last three months (from September to November 2022) increased sharply, in comparison with the same months of 2021 (+9.9%). This increase was driven by the dynamism of micro-entrepreneurs’ registrations (+13.0%) and of company births (+6.2%). Conventional sole proprietorships’ births increased slightly (+0.6%).

Over this period, business support activities made the largest positive contribution to the overall increase (+12,800 business births compared to the same months of 2021, representing a contribution* of +4.9 points). Within this sector, the rise was due in particular to that of “business and other management consultancy activities” (+4,700 business births over the last three months in comparison with the same months of 2021).

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Increase in business births over the last twelve months

The raw number of business births totted up during the last twelve months (December 2021 to November 2022) went up (+1.7% year on year). Micro-entrepreneurs’ registrations increased sharply (+2.4%) and company births more strongly (+5.0%). Conversely, conventional sole proprietorships’ births decreased steeply (-8.8%).

Over this period, the fall was particularly noticeable in transportation and storage activities (-35.2% year on year), due to a decline in the number of births in home delivery services, which had expanded strongly during the health crisis.

The monthly variation in the overall number of business births in October 2022 has not been revised.

The business births data are build from the Register of Enterprises and Establishments (REE). This register is itself supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
