In July 2022, the number of business births for all enterprises rose again (+4.4% after an increase of +2.6% in June seasonally and working-day adjusted). Micro-entrepreneurs' registrations went up more sharply (+5.5% after +0.7%) than conventional business births (+2.8% after +5.6%). The raw number of business births over the last twelve months (August 2021 to July 2022) decreased (–2.6%) compared to the same period one year earlier (August 2020 to July 2021).

Increase in business births in business support activities

In July 2022, business births increased in all main sectors of activity compared to the previous month. In particular, they increased sharply in business support activities (+5.1% after +1.2%), as well as in trade as a whole, including trade and repair of motor vehicles and motorcycles (+4.2% after +8.3%), in transportation and storage (+6.5%) and in industry (+7%). The increase was the smallest in accommodation and food service activities (+2.5%) and in construction (+1.1%).

Decrease in business births over the last three months

The raw number of business births decreased over the last three months (May 2022 to July 2022), in comparison with the same months of 2021 (–3.5%). Conventional sole proprietorships’ births shrank strongly (–14.0%), while micro-entrepreneurs’ registrations fell moderately (–2.2%). Company births also decreased slightly (–1.1%).

Over this period, transportation and storage activities made the sharpest negative contribution to the overall decrease (–11,100 business births compared to the same months of 2021, representing a contribution of –4.3 points)*. Within this sector, the fall was due to that in “other postal and courier activities” (–11,500 business births over the last three months in comparison with the same months one year ago); this sub-sector includes home delivery services.

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Decrease in business births over the last twelve months

The raw number of business births totted up during the last twelve months decreased (–2.6% year on year), at a slightly slower pace than in the previous month (–3,0%). Micro-entrepreneurs’ registrations declined more moderately (–3.3%) than conventional sole proprietorships’ births (–12.6%). Conversely, company births increased sharply (+4.1%).

Revisions

The variation in the overall number of business births in June 2022 has been revised downwards by 1.4 points, to +2.6% instead of +4.0%, mainly due to an update of the SA-WDA models, aiming to better reflect the exit from the health crisis.

The business births data are build from the Register of Enterprises and Establishments (REE). This register is itself supplied with data from Sirene and enriched with elements from the Sirus statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data.

The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

The business start-up statistics include applications for start-ups as micro-entrepreneurs, starting from the data relating to January 2009. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
