In January 2021, the number of business births for all enterprises decreased slighlty (–1.3% after –1.5% in December seasonally and working-day adjusted). Conventional businesses start-ups dropped slightly (–1.3% after –0.2%) just as micro-entrepreneurs' registrations (–1.3% after –2.2%).

Decrease in business births in construction, trade and business support activities

In January 2021, the number of business births decreased in construction (–6.6%), trade (–4.3%) and business support activities (–3.1%). However, the number of business births increased in financial and insurance activities (+6.7%), transportation ans storage activities (+6.4%) and accomodation and food service activities (+4.1%).

Increase in business births from November to January, over a year

The raw number of business births totted up during the last three months (November to January) increased in comparison with the same months one year ago (+13.1%). Micro-entrepreneurs’ registrations went up sharply (+17.4%), as well as companies’s births (+12.3%), while conventionnal sole proprietorships’ births fell back (–8.8%). Transportation and storage activities was the sector that contributed the most to the overall rise (+12,400 business births, which comes to a contribution of +5.7 points)*. Within it, the strongest increase was in business and other postal and mail activities (+13,100 business births over the last three months in comparison with the same months one year ago). This upsurge is mainly due to the development in home delivery.

The raw number of business births totted up during the last twelve months went up (+3.8%). Micro-entrepreneurs' registrations increased sharply (+9.1%) while sole proprietorships’ births declined sharply (–14.8%) and companies’ births fell back slightly (–0.5%).

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Nearly two business births out of three are micro-entrepreneurs’ registrations

In January 2021, in raw data, the share of micro-entrepreneurs’ in the businesses births over the last twelve months increased slightly to 64.9%.

Revisions

The variation in the overall number of business births in December 2020 has been increased by 2.7 points to –1.5% instead of –4.2%, due to the revision of raw data and the update of the SA-WDA parameters. SA-WDA models have been updated in order to improve the treatment of the health crisis, which explains the unusual level of the revision.

The business births data are build from the Register of Enterprises and Establishments (REE), from Sirene register information. The definition of creation adopted by INSEE is based on the concept defined by EUROSTAT, to harmonize and compare European data.

The appearance of a legal operating unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources. The business start-up statistics include applications for start-ups as micro-entrepreneurs, starting from the data relating to January 2009. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

In accordance with the announcement of September 16, 2020, INSEE has revised and updated the sharing between conventional sole proprietorships and micro-entrepreneurs. The series have been backcast from 2015 to 2020.
