In Q2 2019, payroll employment slowed down slightly Payroll employment - second quarter 2019

In Q2 2019, net payroll job creation reached 56,200, that is +0.2% after +0.4% in the previous quarter. Payroll employment increased by 45,800 in the private sector, less than in the previous quarter (+100,400 jobs); it increased slightly in the public sector (+10,500 jobs after +2,200). Year on year, it rose by 269,900 (+1.1%): +251,200 jobs in the private sector and +18,700 jobs in the public service.

The introduction of the “Déclaration Sociale Nominative” (DSN) to replace the “bordereau récapitulatif de cotisations” (BRC) may affect transitorily the declarative behavior of businesses. During the ramp-up phase of the DSN, adjustments are made in the statistical processing chain of employment estimates to reflect these changes. These changes are likely to generate more revisions than usual to data.

Payroll employment slowed down slightly in private sectors and accelerated a bit in public service

In Q2 2019, net payroll job creation reached 56,200, that is +0.2% after +0.4% in the previous quarter. Payroll employment increased by 45,800 in the private sector, less than in the previous quarter (+100,400 jobs); it increased slightly in the public sector (+10,500 jobs after +2,200). Year on year, it rose by 269,900 (+1.1%): +251,200 jobs in the private sector and +18,700 jobs in the public service.

Payroll employment was almost stable in industry and increased slightly in construction

In Q2 2019, payroll employment was almost stable in industry: +1,400 jobs after +7,900 the previous quarter. Over a year it increased by 19,100 jobs (that is +0.6%).

Payroll employment in construction slowed down: +6,400 jobs after +17,400 jobs (that is +0.5% after +1.3%). Year on year, employment in construction increased by 39,600 jobs (that is +2.9%).

Payroll employment continued to increase in market services despite a slight decline in temporary works

In Q2 2019, payroll employment increased by 33,900 in market services, that is +0.3%, after +0.6% in the previous quarter. Year on year, the market services sector as a whole provided for the large majority of net job creations (+181,000 jobs).

Temporary employment decreased marginally: –1,700 jobs in Q2 2019, i.e. –0.2% after +1.3% in Q1 2019. Over a year, it remained in decline: −5,500 jobs, that is −0.7%. Conversely,employment in market services excluding temporary work increased steadily in Q2 2019 : +35,600 jobs (i.e. +0.3% after +0,6%). Over a year, it expanded by 186,500 jobs (+1.6%).

Payroll employment increased again in mainly non-market services

Employment in mainly non-market services increased moderatly after being almost stable the previous quarter :+12,500 jobs, after +1,600. This slight acceleration came essentially from the public service (+9,900 jobs after +800 jobs) and to a lesser extent from the private sector (+2,600 jobs after +800 jobs). Over a year, employment in mainly non-market services increased by 25,600, of which +16,300 in public service.

Revisions

Compared to the employment estimate published on 12 june 2019, net job creation of Q1 2019 has been revised upwards by 8,800, especially in market services sector.

Compared to the flash estimate focused on the private sector published on 9 august 2019, net job creation in Q2 2019 has been revised downwards by 16,300, especially due to the market services.
