Data on employees of private individuals is compiled from three administrative declarations transmitted monthly by Acoss and quarterly by Cnav:

  • Cesu declaration (Chèque Emploi Service Universel / Universal Service Employment Cheque), introduced in 1993: this simplified the administrative formalities associated with hiring, paying, and declaring a domestic employee.

  • Pajemploi declaration (related to the early childhood care benefit): created in 2004, this benefit scheme included the implementation of a specific collection method similar to that of the Cesu. It is reserved for early childhood care (childminders and in-home childcare workers).

  • DNS (Déclaration Nominative Simplifiée / Simplified Nominal Declaration): the oldest source; this declaration was open to all employers and served as the mandatory reporting format. Currently, it is used only by intermediary associations (associations mandataires).

Each month, Acoss centralizes declarations from the Cesu and Pajemploi schemes and transmits them to INSEE. Each quarter, Cnav transmits the DNS declarations received during that period.

Quarterly statistical data on employees of private individuals is integrated into the HERACLES application to ensure a comprehensive dataset covering all employees for the purpose of producing quarterly employment estimates.

Annual statistical data on employees of private employers is integrated into the "All Employees" database files (BTS) to ensure data coverage for the entire workforce. This data is also used for ESTEL (annual localized employment estimates).

Data compilation

  • A certain amount of data manipulation and harmonization is required first to consolidate the data from the three systems into a single, consistent file.

  • The data are compiled on a quarterly and annual basis by grouping together periods that are close in time, provided they share the same characteristics (same employer, same employee activity, etc.).

  • A business sector (APE) and a socio-professional category (PCS) are determined for each reported period based on information contained in the declarations, including the activity performed by the employee and the type of exemption claimed by the employer.

  • Checks are performed on the geographic data submitted (ensuring consistency with the official geographic code).

  • Working hours are sometimes adjusted to ensure consistency with remuneration, particularly regarding the hourly wage (which must be consistent and above the minimum wage).
