Services producer price indices satisfy national, European or even international requirements. Thanks to these indices : - Economists can evaluate and analyze economic trends. Many French, European and international public and private organizations use them as economic indicators and as leading indicators for inflation (European Central Bank (ECB), International Monetary Fund (IMF), Organization for Economic Cooperation and Development (OECD), etc). These indices provide a monthly price monitoring, on different markets at all stages of the production process. The aggregation of price indices in the Member States enable to establish the services producer price indices (for services sold to businesses, or to all the markets) in the whole European Union; - National accountants can deflate the production that comes from corporate structural statistics and thus to carry out the sharing between the development of the activity in volume and the development of prices ("price-volume" sharing). In fine, they can thus calculate the evolution of Gross Domestic Product in volume and price ; - Enterprises can index contracts (using "market price").

The following four main indicators are calculated: - the services to businesses producer price indices : they measure the trends in transaction prices for the activities of services sold to businesses on the French market. They are evaluated based on the concept of basic prices (excluding VAT, excluding taxes on the products and with subsidies on the products not deducted, including intra-group transactions), and of market prices (excluding VAT, taxes on the products, subsidies on the products deducted, excluding intra-group transactions) ; - the services to households producer price indices, according to the conventions of National Accounts. The measure is established at the basic prices (unlike indices consumer prices that are at market prices); - the services exportation price indices, according to the conventions of National Accounts ; - the combination of the three indices above determines the services producer price indices for all markets (French market and foreign markets) at basic prices.

According to the European Regulation No. 1165/98, the recommendation of the CNIS May 2007 and the project " STS package 2017 ", the scope of services used for these price indices production corresponds to sections H, I, J, L, M and N and the S95 division CPF rev.2 2008 with the exception of the following products : - M70.1 : Services of social seats - M72 : Services of scientific research and development - M75 : Veterinary services In the first quarter of 2013, the " Price Observation of Industry and Services" survey is the main source of these indices: it covered 59% (in 2010 values) of all markets and classes of products. Consumer prices indices provided by 19%. Imputations by closely analogous price indicators (another market or another class of products) completed the remaining 22%.

The construction of the "services to businesses" producer price indices was launched in 1992 and ended in 1994 with a publication of first indices. Collection and dissemination of services prices are quarterly. The " STS-package ", wich is currently being defined, requires an extension of the scope of services to all market services sections H to N excluding K (financial services), with a view all markets ("BtoAll"), therefore beyond services to businesses. This STS-package should be included under "FRIBS" regulation. France added the S95 division in sections H to N. SOeS was in charge of the project management of price indices for various freight transport since 2002. At the beginning of 2013, the project management of these indices was transferred to INSEE.
Methodology tends to be largely harmonized (a methodological guide has been prepared jointly by Eurostat and the OECD, and will be updated soon). The services producer price indices measure the evolution of transaction prices, excluding taxes, benefits from the activities of services, depending on their "market" (French businesses, households in France, the rest of the world). Thus, they are evaluated according to the concept of basic prices. The aggregated indices (French classification of products - CPF4 and upper levels) are chained Laspeyres indices, taking 2010 as a the basis. The weights used to aggregate the quarterly price evolutions are updated in June in order to calculate the final first quarter, from the sources of national accounts and the latest possible structural statistics, generally covering the year n-2 (n -1 in the ideal and in practice for the years 2006 to 2011 calculated backcasting). Indices branches and levels below, although calculated using the same formulas are Laspeyres fixed base, because the weights are usually updated every five years during the renewal sample (20% of branches are renewed annually: companies, suppliers, control series, weights).

Each selected company is contacted by an engineer-researcher from Insee. During the interview, products ("series answers") are determined to be both representative of changes in company prices and easily accessible in order to limit, as far as it can, the response burden of the company. The questionnaire is therefore different for each company participating in the survey. The data is then collected monthly by mail or telematics (the sharing between these two means breaks down as 50/50%) via the website dedicated to the collection of answers via the Internet. Information are regularly updated, either through an exchange of information with an engineer-researcher (at least one exchange every five years), or through the company's own statements (deletions and creations of series answers, ancillary data transmissions). Services production price indices are based on approximately 10,000 quarterly prices (sometimes administered annually in the case of some companies) transmitted by over 1 700 enterprises under the obligatory survey " Observation des Prix de l'Industrie et des SErvices" (" Price Observation of Industry and Services"). This survey is part of the statistical surveys utilities annual program reviewed by the CNIS (National Council for Statistical Information) and published by decree at the beginning of the year in the French Official Gazette .
