Objectifs :

The objective of the monthly outlook survey in the retail trade and automobile trade and repairs is to provide early information about tendencies in retail trade for the purposes of outlook diagnosis and short-term forecasting of retail activity, both nationally and on the European level.

The monthly outlook survey in the retail trade and automobile trade and repairs aims to transcribe the opinion of retailers on their recent activity and business prospects.

This opinion is tracked by monitoring sales volumes and related variables such as stocks, order intentions, changes in workforce and price trends.

Entrepreneurs also provide an opinion on their cash flow and payment deadlines.

The survey covers the retail trade and automobile trading and repairs, excluding local food and specialised retailers, retail sales of flowers and pets, retail trade in used goods and out-of-store retail trade (except for the mail-order sector which is included in the scope of the survey).

More precisely, the survey covers the sectors defined in the following NAF Rev. 2 codes: division 45, 47.1 (except 47.11A, 47.11B, 47.11C), 47.3, 47.4, 47.5, 47.6, 47.7 (except 47.76Z), 47.91A, 47.91B.

Until 2007, the survey was carried out each month except in August. Since 2008 it has been carried out every month.

Data collection is by post and online over a period stretching from the end of the month prior to the month of the survey to the date of publication of the survey, i.e. 4 working days before the end of the current month.

The results of the survey are sent to the European Commission 5 working days before the end of the month.

The survey was conducted for the first time in 1964.

Source d'information :

The sales indices in volume and the turnover indices in value are calculated based on tax data, i.e. the CA3 declaration, the form which businesses must fill in each month or each quarter for the payment of VAT.

They include the entire turnover of declaring enterprises, in all business activities, and are classified according to the main activity of the enterprise.

Since 2004, only businesses declaring on a monthly basis have been taken into account. Businesses filling quarterly declarations are therefore excluded (less than 5% of turnover). The volatility of these declarations, which is due to the non-taxability of the major part of the corresponding turnover, would very significantly complicate their consideration.
The demography of businesses (start-ups and deaths of enterprises) is accounted for in the sample, which is renewed on a yearly basis.

All enterprises with more than 100 employees are surveyed.

The monthly outlook survey in the retail trade and automobile trade and repairs is part of the harmonised European Union programme of business and consumer surveys to which the 27 Member States of the European Union contribute.

As such, the questionnaires, classifications and processing methods are largely harmonised in the national institutes of the countries belonging to the system.

The wording of the questions is designed in such a way as to facilitate quick answers (most of the questions are qualitative with three possible answers in the form "up, down, same", or "higher than normal, normal, lower than normal").
