A consultative committee met every year. It is composed, in addition to the two producer services, by experts and representatives of the public policies concerned with energy issues, representatives  of professional organizations, employee unions and the energy sector.

The survey responds to the request of the International Energy Agency (IEA) for information on the subject of energy consumption and to Community Regulation 58/97 on structural business statistics which lays down additional obligations in this area.
