The european reglements numbers 1165/98 and 1158/2005 ask countries to provide three variables (number 320 to 322) that correspond to "cost of construction", "cost of materials" and "cost of labour" in the sector of the construction of new residential buildings. These three variables enable to compare the countries between them and to create european aggregates.
