Sharp increase in business creations in November 2024 Enterprise births - November 2024
In November 2024, the total number of business births, across all types of businesses and based on seasonally and working-day adjusted data, continued to rise (+5.7%) after a slight rebound in October.Business births accelerated regardless of the type of business: strongly for conventional businesses (+10.5% after +1.7% in October), and more moderately for micro-entrepreneur registrations (+3.1% after +1.2%). In raw data, the total number of businesses created over the past twelve months (December 2023 to November 2024) increased by 5.5% compared to the same months a year earlier (December 2022 to November 2023). Over the first 11 months of 2024, the number of new businesses created surpassed one million.
The variations in business births compared to 2023 should be interpreted with great caution. Since 1st January 2023, business registration formalities must be completed via the electronic “one-stop shop” for business formalities. This major change weakened the monthly tracking of business births in 2023. However, its effect on the measurement of the number of business births in 2023 is overall limited. Sharp increase in business creations over one month in manufacturing, personal services and accommodation and food services
In November 2024, seasonally and working-day adjusted, business births increased in almost all sectors. In particular, they rebounded sharply in manufacturing (+18.5% after ‑6.0% in October), personal services (+9.0% after ‑0.8%), and accommodation and food services (+6.8% after ‑3.0%). They continued to rise in other sectors such as business support activities (+6.8% after +2.3%) and construction (+10.8% after +0.1%). Creations remained virtually stable in transportation and storage (+0.1% after +3.2%). However, business births in the information and communication sector fell back (‑4.3% after +5.1%).
The level of business creations has thus approximately returned to its level from the first half of the year, after a sharp drop in September.
Decline in business births year on year over the past three months
In raw data, the cumulative number of business births from September 2024 to November 2024 decreased compared to the same period in 2023 (-2.1%). Conventional sole proprietorships’births dropped sharply (-14.8%), as well as, to a lesser extent, company births (-1.3%) and sole proprietorships under the micro-entrepreneur status registrations declined (-0.3%).
During this period, the sector contributing the most to the decrease was construction (-4,600 births compared to the same months a year earlier, contributing -1.6 percentage points*). Within this sector, business births fell particularly in specialized construction activities (-4,100 births over the past three months). Additionally, the business support services sector also significantly contributed to the decline (-3,300 births). In contrast, business births in the transport and storage sector increased (+5,600 births compared to the same months a year earlier).
Significant increase in business births over the past twelve months
In raw data, the total number of business births over the past twelve months (December 2023 to November 2024) increased significantly: +5.5% year on year. Business births under the micro-entrepreneur status grew strongly (+7.3%), while those of companies rose more moderately (+4.2%). In contrast, traditional individual business births declined (-2.4%).

Revisions
For October 2024, the monthly variation in the total number of business births (all types of businesses combined) has been slightly revised downward, due to the revision of raw data and the update of seasonal adjustment (SA) and working-day adjustment (WDA) coefficients. It now stands at +1.4%, compared to +1.5% in the previous publication.

The business births data are built from the Business Demography Information System (SIDE), which replaces the Register of Enterprises and Establishments (REE). This information system is supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.
The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.
Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.
From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
