According to the business managers surveyed in July 2026, the business climate in services has brightened. At 98, the indicator that synthesises it has gained two points, but remains below its long-term average (100).

Warning

In July 2026, the stratification of the services survey has been changed and the secondary weights have been updated to better reflect the economic reality. These changes have led to a revision of the balances, back-casted since January 2026. The impact of these changes on the business climate in services is at most 3 points between January and June 2026. The modifications in the climate in sub-sectors are especially marked in real estate activities (sector L in the NAF) where the revision has reached 7 points on average from January to June. Work is currently underway to improve the back-cast in this sector; until it is finalised, the data series for this sector must be treated with caution. On the other hand, the seasonal coefficients as well as the parameters of the composite indicators have been updated in July 2026, as usually at this time of year. This has led to revisions in the set of results previously published from this survey, minor compared to the modifications caused by the first methodological change mentioned in this warning section.

Business managers are more optimistic than in the previous month about their personal business outlook and that of their sector

In July 2026, the business managers in services are more optimistic than in the previous month about their personal business outlook: the balance of opinion on expected demand has rebounded and stands just below its long-term average; the one on expected activity has improved and has moved above its own. They are also more optimistic about the business outlook of their sector: the associated balance has increased again, without reaching its average. As for the balance on past activity, it has decreased and has moved well away from its average level.

Concerning workforce size, the balance of opinion on its past change is virtually stable, while the one on its expected change has retreated. Both stand well below their respective average.

The balance on the economic uncertainty felt is stable, above its average.

In July 2026, the share of business managers reporting difficulties in recruitment has increased compared to the previous quarter.

Business managers are slightly fewer to report both supply and demand difficulties or demand difficulties only as obstacles to expanding their activity. Conversely, they are more numerous to report supply difficulties only. These three shares remain well below their respective average.

The quarterly balance of opinion on expected investment for the next three months has increased and has moved closer to its average.

The quarterly balance on cash position is virtually stable, above its average level.

The business climate has improved in all sub-sectors except information-communication

In July 2026, in information-communication, the business climate has slightly darkened and has moved further away from its average. The balances on personal activity and workforce size have clearly decreased, as has the one on expected demand; they all stand below their respective average.

In professional, scientific and technical activities, the business climate has slightly brightened again and has moved above its average level. The forward-looking balances on demand and activity have increased and stand above their respective average. The one on the business outlook of the sector has increased and has reached its own.

In administrative and support services, the business climate indicator has brightened more clearly, but remains deteriorated. The balances on the business outlook of the sector, and both expected demand and activity have increased, but remain below their respective average.

In accommodation and food services, the business climate has brightened markedly and has reached its long-term average. In particular, the forward-looking balances on demand and activity have rebounded very sharply and have moved above their respective average.

Finally, in road freight transport, the business climate has clearly recovered and stands just below its average. In particular, the balances on expected demand and on the business outlook of the sector have risen very sharply.

Revision

The business climate indicator in services for June 2026 has been revised upwards by three points (after rounding). This revision is mainly due to the methodological changes mentioned in the warning section.
