In December 2025, consumer prices increased by 0.1% over one month and rose by 0.8%
year on year Consumer price index - final results - December 2025
Starting in January 2026 (with the publication of the provisional estimate on 3 February), the Consumer Price Index will change its reference year. The base year 100 will become 2025, in accordance with European regulation. This change of base will be accompanied by an update of the Ecoicop household consumption functions classification.
Monthly change: +0.1% in December; year-on-year change: +0.8%
In December 2025, the Consumer Price Index (CPI) increased slightly by 0.1% over one month, after ‑0.2% in November. This rise in prices was due to the increase of services prices (+0.4% after ‑0.5%) pushed by the seasonal rebound in those of transports (+7.3% after ‑5.4%) and, to a lesser extent, to the increase in food prices (+0.2% after stability). On the opposite, those of energy fell back (‑1.6% after +1.3%) due to the downturn in petroleum products prices (‑3.0% after +2.7%). The prices of manufactured products decreased again (‑0.3% after ‑0.1%), while those of tobacco were stable (after +0.1%).
Seasonally adjusted, consumer prices increased by 0.1% in December 2025 as in November.
Year on year, consumer prices went up by 0.8% in December 2025 after +0.9% in November. This slight fall in inflation was explained by a sharper fall in energy prices over a year (‑6.8% after ‑4.6%). Those of services slowed down slightly (+2.1% after +2.2%). Conversely, food prices accelerated (+1.7% after +1.4%) and those of manufactured products fell less sharply (‑0.4% after ‑0.6%). Finally, the prices of tobacco rose over a year at the same pace as in November (+4.1%).
Slight rise in core inflation year on year
Year on year, core inflation stood at +1.1% in December 2025, after +1.0% in November.
The Harmonised Index of Consumer Prices (HICP) increased by 0.1% over one month, after ‑0.2% in November. Year on year, it rose by 0.7% after +0.8% in November.

Steeper decline in energy prices over a year
Year on year, the prices of energy fell by 6.8% in December 2025, after ‑4.6% in November.
The prices of petroleum products shrunk sharply (‑2.9% after +1.0%) mirroring those of diesel (‑2.9% after +2.6%) and those of petrol (‑3.3% after ‑0.9%).
Gas prices also fell back (‑0.7% after +1.8%).
Prices of electricity declined at a slightly stronger pace (‑14.2% after ‑14.0%).
Slight decrease in services inflation
Year on year, the prices of services rose by 2.1% in December 2025 after +2.2% in November.
The prices of health services slowed down over a year (+2.0% after +2.3%).
Those of rents, water and household refuse collection also slowed down (+2.5% after +2.7%).
The prices of “other services” rose over a year at the same pace as in November (+2.5%). Insurances prices slowed down (+4.3% after +6.3%). On the opposite, those of accommodation accelerated (+1.6% after +0.8%) as did those of diverse services related to private vehicles (+2.9% after +2.2%). The prices of recreational and cultural services accelerated slightly (+2.5% after +2.4%). Those of catering rose over a year at the same rate as the previous month (+2.1%), as did those of social protection (child care services, retirement homes for elderly persons and residences for disabled persons, services to maintain people in their private homes; +3.9%).
Over a year, communication services prices fell at a slower pace (‑0.4% after ‑1.6%) due to a slowdown in the decline in telephony and fax prices (‑1.0% after ‑2.3%).
Over a year, prices of transport also fell at a slower pace (‑1.1% after ‑1.5%) driven by the acceleration in those of transport by road (+3.1% after +0.6%) and, to a lesser extent, by a softer fall in those of airfares (‑4.0% after ‑5.2%). Those of transport by train, on the other hand, fell back (‑1.0% after +2.6%).

Rise in food inflation
Year on year, the prices of food rose by 1.7% in December 2025 after +1.4% in November.
This acceleration was explained by a marked slowdonwn in fall in prices of fresh food over a year (‑0.4% after ‑2.8%), pushed by those of fresh vegetables (‑1.4% after ‑7.7%). The prices of fresh fruits were stable over a year (after ‑0.2%), while those of fresh fish accelerated slightly (+5.8% after +5.9%).
The prices of food excluding fresh products accelerated slightly (+2.0% after +1.9%) reflecting the rise in those of meat (+2.7% after +2.5%) and of bread and cereals (+0.9% after +0.7%). On the contrary, the prices of non-alcoholic beverages slowed down over a year (+9.2% after +9.5%). Those of milk, cheese and eggs rose at the same pace as in the previous month (+0.8%), as did those of sugar, jam, honey, chocolate and confectioneries (+5.3%) and those of alcoholic beverages (+0.3%).
Less marked decrease in manufactured products prices
Year on year, the prices of manufactured products fell by 0.4% in December 2025 after ‑0.6% in November.
The prices of “other manufactured products” fell at a slower pace (‑0.2% after ‑0.4%), driven by the slowdown in the decline in those of “other devices, articles and products for body care” (‑0.6% after ‑1.1%), by the acceleration in jewellery and watchmaking prices (+8.6% after +7.6%) and in those of furniture and furnishings (+0.5% after stability). The prices of vehicles rose over a year at the same rate as in the previous month (+0.1%).
Prices of clothing and footwear accelerated over a year (+0.4% after +0.2%).
Those of health products fell at a slightly lower pace (‑1.8% after ‑1.9%).
