The balance of opinion related to ordering intentions has diminished strongly

In August 2025, the balance related to the ordering intentions has sharply diminished and has moved away from its long-term average. Excluding the health crisis, it has reached a level unobserved since September 2014. The balance on the general business outlook has strongly retreated and has moved below its long-term average. The balance on the expected sales has decreased again strongly and has moved away from its own. However, the balance on the past sales has clearly rebounded and has moved above its long-term average.

The balance of opinion related to the expected change in the workforce size has diminished strongly and has moved away from its long-term average. The one associated with the past change has increased sharply and has moved closer to its own.

The balance associated with the current level of stocks is almost stable, above its average.

The balance of opinion on the expected selling prices is stable, above its average.

Lastly, the balance on the felt economic uncertainty has decreased again and has moved away from its average.

The business climate has strongly diminished in retail trade (excluding motor vehicles), and slightly in trade and repair of motor vehicles

In August 2025, the business climate has diminished strongly in retail trade (excluding motor vehicles) and has moved just below its long-term average, above which it lied for six months. The balances associated with the ordering intentions, the general business outlook and the expected sales have strongly decreased and have moved below their long-term average. Conversely, the balance on the past sales has increased again and has moved away from its own.

In trade and repair of motor vehicles, the business climate has diminished again slightly and has moved away from its long-term average. At 87, it has been evolving below its average since April 2024 and has reached its lowest level since April 2013 (excluding the health crisis). The balances associated with the ordering intentions and the expected sales have diminished and lie far below their respective average. The ones on the general business outlook and on the past sales have rebounded while remaining also far more deteriorated than their average.

Revisions

The business climate for July 2025 in retail trade (including trade and repair of motor vehicles) has been revised upwards by one point (after rounding). This revision is mainly due to the inclusion of late responses from companies.

The whole sector “retail trade and trade and repair of motor vehicles” is composed for 66% of retail trade and for 34% of trade and repair of motor vehicles.

For the three-modality questions, a balance of opinion is the difference between weighted percentage of “increase” or “above normal” answers and weighted percentage of “decrease” or “below normal” answers.

This survey is part of the Joint Harmonised EU Programme of Business and Consumer Surveys, partly funded by the European Commission.

The responses of this survey were collected between 28 July and 19 August 2025; most companies answer during the first two weeks of collection.
