Monthly change: +0.2% in July; year-on-year change: +1.0%

In July 2025, the Consumer Price Index (CPI) increased by 0.2% over one month, after +0.4% in June. This rise in prices was mainly due to a further increase in the price of services (+1.3% after +0.6%) driven by the seasonal price increases for transport services (+10.2% after +3.7%) and accommodation services (+11.7% after +8.4%). The prices of energy rose again (+0.9% after +0.6%), driven by those of petroleum products (+1.5% after +1.9%). Conversely, prices of manufactured products fell back (‑2.4% after +0.1%) because of the summer sales. Prices of food were stable (after ‑0.1%) as those of tobacco.

Seasonally adjusted, consumer prices also rose by 0.2% in July 2025, after +0.4% in June.

Year on year, consumer prices went up by 1.0% in July 2025, as in June. The slight acceleration in prices of services (+2.5% after +2.4%) and food (+1.6% after +1.4%) were offset by a sharper fall in energy prices (‑7.2% after ‑6.7%). Prices of manufactured products fell at the same rate as in June (‑0.2%).

Increase in core inflation year on year

Year on year, core inflation stood at +1.5% in July 2025, after +1.2% in June.

The Harmonised Index of Consumer Prices (HICP) increased by 0.3% over one month, after +0.4% in June. Year on year, it rose by 0.9%, as in June.

Slight rise in inflation in prices of services year on year

Year on year, the prices of services rose by 2.5%, after +2.4% in June.

Over one year, the prices of transport accelerated again (+3.7% after +2.9%), driven by the acceleration in prices of airfares (+7.6% after +4.6%) and, to a lesser extent, of transport by road (+1.9% after +1.7%). Conversely, the prices of transport by train slowed down sharply (+0.9% after +3.4%).

The prices of communication services fell over one year at a less sustained pace than in June (‑11.3% after ‑12.1%).

Prices for health services rose year-on-year at the same rate as in the previous month (+1.5%), as did those for rents, water and household refuse collection (+2.6%).

The prices of “other services” slowed down slightly over one year (+3.3% after +3.4%), due to a strong deceleration in those of accommodation services (+4.6% after +5.5%), and, to a lesser extent, in those of catering (+2.0% after +2.2%) and social protection (child care services, retirement homes for elderly persons and residences for disabled persons, services to maintain people in their private homes: +4.3% after +4.4%). The prices of recreational and cultural services accelerated (+1.9% after +1.7%). The prices of insurance rose over the year at the same rate as last month (+9.5%), as those of home maintenance and repairs (+2.6%).

More pronounced year-on-year fall in energy prices

Year on year, prices of energy fell by 7.2% in July 2025, after ‑6.7% in June.

The prices of gas slowed down sharply (+5.7% after +17.0%) due to the exit from the calculation window of the 10.5% monthly increase of July 2024.

The prices of petroleum products fell at a slower pace than in the previous month (‑5.4% after ‑6.2%), particularly those for diesel (‑4.6% after ‑6.1%) and liquid fuels (‑4.1% after ‑8.5%). In contrast, prices of petrol fell at a faster rate than in June (‑7.3% after ‑6.9%).

Electricity prices fell at a slightly slower pace than in May (‑13.6% after ‑13.9%), as did those for solid fuels (‑3.7% after ‑4.7%).

Food prices accelerated again year on year

Year on year, food prices accelerated in July 2025 for the seventh consecutive month (+1.6% after +1.4%).

Prices of food excluding fresh products accelerated slightly over one year (+1.6% after +1.4%) driven notably by the acceleration in prices of meat (+1.0% after +0.5%), bread and cereals (+0.6% after +0.4%) and non-alcoholic beverages (+9.0% after +8.9%) and by the rebound in milk, cheese and eggs prices (+0.2% after ‑0,1%). Contrariwise, prices of oils and fats fell down year on year at a faster rate than in June (‑1.0% after ‑0.8%) and those of sugar, honey, jam and confectionery slowed down slightly (+7.1% after +7.2%). Prices of alcoholic beverages rose over the year at the same rate as last month (+0.4%).

The prices of fresh products also accelerated (+1.6% after +1.2%) due to a much smaller fall in prices of fresh vegetables (‑1.0% after ‑4.2%) and the acceleration in fresh fish prices (+3.4 % after +2.1%). Conversely, prices of fresh fruits slowed down year on year (+5.5% after +6.8%).

Further stability in inflation in manufactured products year on year

Year on year, the prices of manufactured products fell by 0.2% in July, as they have since March.

The prices of clothing and footwear increased year on year (+1.9% after +0.2%). The fall over one month, linked to the summer sales, was less significant in July 2025 (‑9.3%) than in July 2024 (‑10.7%).

Over a year, prices of “other manufactured products” were virtually stable (‑0.1% as in June). On the one hand, the prices of furniture and furnishings were stable (after +0.5%), prices of vehicles slowed down slightly (+0.5% after +0.6%) as those of newspapers and periodicals (+2.1% after +2.2%) and prices of non-durable household goods fell at a faster pace than in the previous month (‑1.2% after ‑0.9%) as those of major household appliances (‑2.0% after ‑1.8%) and equipment for sport (‑0.6% after ‑0.1%). On the other hand, prices of glassware, tableware and household utensils accelerated slightly (+0.6% after +0.3%) and those of games, toys and hobbies fell at a slower rate than in the previous month (‑1,0% after ‑1,4%).

The prices of health products fell at a faster rate than in June (‑2.4% after ‑0.9%).
