In March 2025, household consumption expenditures on goods fell sharply over a month (‑1.0% in volume* after ‑0.2% in February 2025 – revised data), reaching its lowest level since November 2014, excluding the Covid period. This decrease, the biggest since December 2022, is mainly due to the downturn in engineered goods consumption (‑1.0%) and energy consumption (-1.8%). Food consumption also fell again (-0.5%).
Over the first quarter of 2025 as a whole, household consumption of goods fell back (-0.6% after +0.1% in Q4 2024).

Engineered goods: sharp downturn
In March 2025, household consumption of engineered goods fell back sharply (-1.0% after +0.1% in February 2025 – revised data), mainly due to the decline in purchases of durable goods (-1.9%) and, to a lesser extent, of textile-clothing products (-0.3%). Purchases of “other engineered goods” rebounded slightly (+0.1%).
Over the first quarter of 2025 as a whole, consumption of engineered goods fell back (-1.1% after +0.6% in Q4 2024), due to the sharp decline in purchases of transport equipments.
Durable goods: sharp downturn
In March 2025, consumption of durable goods fell sharply (-1.9% after +0.5% in February 2025 – revised data). This decline is due to a sharp drop in purchases of transport equipments (-3.0% after +0.6% in February 2025 – revised data), especially new vehicles, in the context of the toughening of the ecological penalty as of 1st March, 2025. Consumption of transport equipments in March 2025 was 6.6% lower than in March 2024. Purchases of household equipments also fell back (-1.0% after +0.9% in February 2025 – revised data).
Textile-clothing: downturn
In March 2025, spending on clothing and textiles declined (-0.3% after +0.6% in February 2025 – revised data) due to a drop in spending on clothing.
Other engineered goods: slight rebound
In March 2025, consumption of “other engineered goods” rebounded slightly (+0.1% after ‑0.7% in February 2025 – revised data).

Energy: sharp decline
In March 2025, household energy expenditures fell sharply (-1.8% after +0.3% in February 2025 – revised data). This decline is due to a sharp drop in both purchases of refined products (-2.2% after +1.1% in February 2025 – revised data) and spending on energy excluding refined products (-1.6% after -0.3% in February 2025 – revised data), in particular on gas and electricity.
Over the first quarter of 2025 as a whole, energy consumption rebounded (+0.9% after -0.8% in Q4 2024), mainly due to refined products.

Food products: further decline
In March 2025, household food consumption fell again (‑0.5% after -0.8% in February 2025 – revised data), mainly due to a further drop in agri-food products consumption. Food consumption in March 2025 was 3.2% lower than in March 2024.
Tobacco consumption rebounded slightly.
Over the first quarter of 2025 as a whole, food consumption fell back (-0.8% after +0.1% in Q4 2024). This decline is due in particular to the sharp drop in tobacco purchases (-7.2% after +1.1% in Q4 2024), in a context of rising prices. Excluding tobacco, food consumption fell back by 0.2% this quarter (after remaining stable in Q4 2024).

Revisions
The monthly change in total household consumption of goods for February 2025 has been revised downwards by 0.1 points, to ‑0.2% instead of ‑0.1%. Since the previous publication, new information has been incorporated and the coefficients for seasonal adjustments (SA) and working day adjustment (WDA) have been updated.

Scope and definition–Consumption expenditure on goods is compliant with the national-accounts definition (NAF Rev. 2). In 2020, they accounted for nearly half of total households’ consumption expenditure. They are divided into three main items:
– Food: products of agriculture, forestry and fishing (AZ), food, drinks and tobacco (C1);
– Energy: mining products, as well as water, gas, electricity and air conditioning, sanitation and waste management (DE), and refined and coked products (C2);
– Engineered goods: computers, electronic, electrical and optical goods (C3), transport equipment (C4), textiles and clothing, products made of leather, wood, paper, furniture, chemical and pharmaceutical products, plastic, rubber, minerals, metals, hardware (C5). Within this heading are distinguished “durable” goods which include transport equipment, household durables (furniture, household appliances, etc.) and other durable goods (jewellery, watches, glasses, medical devices, etc.).
The manufactured goods correspond to all the products C1, C2, C3, C4, C5.
Sources–This indicator of household consumption of goods is the compilation of a variety of statistical sources issued by the National Institute of Statistics and Economic Studies (INSEE) (consumer price indices, turnover indices and scanner data), the Bank of France, the Statistical Data and Studies Department (SDES) of the ministry in charge of ecological transition, the French Institute of Fashion (IFM), the National Health-Insurance Administration (CNAM), the National Trade Association for Rubber and Polymers (SNCP) (renamed elanova on 1st October 2022), the Board of Oil (CPDP), the Pharmaceutical Companies Association (LEEM), GFK, Logista.
