In January 2025, manufacturing output decreased (‑0.7%) Industrial production index - January 2025
In January 2025, output decreased again over a month in the manufacturing industry (‑0.7% after ‑1.0% in December 2024) and the whole industry (‑0.6% after ‑0.5%).
The industrial production index (IPI) series are subject to an annual review process over a 7 years cycle. Thus, every year, one seventh of the branches surveyed are reviewed in order to improve the measure of the production. The purpose of this review and any resulting updates is to guarantee that the indices remain robust and to adapt them to economic or technical developments, in particular by including the monitoring of new products and by eliminating those whose production has become very low. The results of the 2025 review are included in this publication. The renovated series are backcast to January 2021, which may lead to revisions since that date.
Furthermore for the branches monitored in working hours, productivity coefficients have been revised with national accounts data published in 2024. This leads to revisions of the indices, sometimes from their origin.
At the same time, the industrial production index (IPI) and the index of the production in volume in construction (IPVC) are subject to an annual update of the weights. The weights for years 2020 to 2024 have been updated with the national accounts data published in 2024. The inclusion of these new weights leads also to revisions of the series.
Finally, the seasonal and working day adjustment (SA-WDA) models have also been revised over the recent past to improve the quality of the indices.

Over a month, output decreased in most industries
In January 2025*, production decreased again in the “other manufacturing industries” (‑0.9% after ‑1.3%). It fell back in the manufacture of machinery and equipment goods (‑1.9% after +0.6%), in mining and quarrying, energy, water supply (‑0.2% after +2.2%), in the manufacture of coke and refined petroleum products (‑1.7% after +0.8%) and in the manufacture of food products and beverages (‑0.2% after +3.2%). On the contrary, it bounced back in the manufacture of transport equipment (+0.8% after ‑5.7%): it bounced back sharply in the manufacture of motor vehicles, trailers and semi-trailer (+6.4% after ‑11.1%) but decreased again in the “other transport equipment” (‑2.4% after ‑2.3%).

Over a year, manufacturing output was down by 2.1%
Cumulative output over the last three months (November 2024 to January 2025) was lower than that of the same months of the previous year in the manufacturing industry (‑2.1%) and in the whole industry (‑1.3%).
Over this one-year period, output went down sharply in the manufacture of transport equipment (‑7.4%): it decreased strongly in the manufacture of motor vehicles, trailers and semi-trailer (‑12.6%) and more modestly in the manufacture of “other transport equipment” (‑3.9%). Output decreased also in the “other manufacturing industries” (‑1.9%) and in the manufacture of machinery and equipment goods (‑1.9%). On the contrary, it increased in mining and quarrying, energy, water supply (+2.6%), in the manufacture of coke and refined petroleum products (+9.8%) and in the manufacture of food products and beverages (+0.8%).
Output in some energy-intensive industries remained low compared to the level of 2021
In the context of the sharp rise of energy prices between 2021 and 2023, energy-intensive industries are particularly exposed to rising production costs, which contributed to the decrease in their production. Output over the last three months (November 2024 to January 2025) remained thus down sharply compared to that of the second quarter of 2021 (last quarter before the sharp rise in energy prices), particularly in the manufacture of basic iron and steel and of ferro-alloys (‑21.7%), the manufacture of glass and glass products (‑19.0%), the manufacture of basic chemicals (‑15.7%), and the manufacture of pulp, paper and paperboard (‑12.3%).

The monthly evolution of the December 2024 manufacturing index has been revised downwards
Compared to the previous release, the evolution of the manufacturing index between November and December 2024 has been revised downwards at ‑1.0% instead of ‑0.7% (after rounding). The evolution of the index for the whole industry has also been revised downwards at ‑0.5% instead of ‑0.4% (after rounding).
