In the second quarter of 2023, producer prices of services rose over a quarter by 1.1% (after +0.1%). Prices of services sold to home businesses accelerated (+0.9% after +0.6%), as did those of services sold to households in France (+1.7% after +0.7%). On the other hand, prices sold on foreign markets fell slightly after two quarters of strong decline (‑0.2%, after ‑4.0% in the first quarter of 2023 and ‑6.3% in the fourth quarter of 2022).
Over a year, producer prices of services –for all markets– continued to decelerate (+1.7%, after +2.9% in the first quarter of 2023 and +3.6% in the fourth quarter of 2022). They were 7.0% above their level in the second quarter of 2021.

Prices of services sold to home businesses accelerated (+0.9% after +0.6%), as did those of services sold to households in France (+1.7% after +0.7%). Rise of prices for administrative and support service activities and for professional, scientific and technical activities
In the second quarter of 2023, prices for administrative and support service activities rose by 1.6% over a quarter (as in the previous quarter). Prices for employment services accelerated sharply (+2.7% after +0.9%), while those for rental and leasing services slowed down (+0.8% after +2.5%). Year on year, prices for administrative and support service activities went up sharply again in the second quarter of 2023 (+5.4% after +5.6%). They were 9.4% above their level in the second quarter of 2021.
In the second quarter of 2023, prices for professional, scientific and technical activities rose by 0.9% over a quarter (after +0.8%). Prices for media representation services rebounded in accordance with their seasonal pattern (+12.2% after ‑14.9%), while those for engineering services and related technical consulting services decelerated (+1.1% after +1.9%). Year on year, prices for professional, scientific and technical activities went up by 3.1% (after +3.3%). They were 5.8% above their Q2 2021 level.
Acceleration of prices for accommodation and food service activities and for real estate activities
In the second quarter of 2023, prices for accommodation and food service activities accelerated over a quarter (+3.8% after +1.1%), mainly held up by the marked seasonal rebound of prices for hotel and similar accommodation services (+9.5% after ‑1.6%). Year on year, prices for accommodation and food service activities remained on a high rise (+9.4% after +10.3%). They reached a level 17.1% higher than in Q2 2021.
In the second quarter of 2023, prices for real estate activities sped up over a quarter (+1.4% after +0.5%), as over a year (+3.2% after +2.7%). These prices were 6.7% above their level in the second quarter of 2021.
Rebound of prices for information and communication services
In the second quarter of 2023, prices for information and communication services rebounded over a quarter (+0.5% after ‑0.4%), notably due to the seasonal rebound of those for web portal content (+10.9% after ‑6.0%) and to a further rise of prices for computer programming services (+0.8%, as in the previous quarter). Year on year, prices for information and communication services slowed down (+0.7% after +1.1%). They were 1.8% above their level in the second quarter of 2021.
Virtual stability of prices for transportation and storage services
In the second quarter of 2023, prices for transportation and storage services were almost unchanged over a quarter (+0.1% after +0.6%) and decelerated again over a year (+1.5%, after +4.9% in the first quarter of 2023 and +6.2% in the fourth quarter of 2022). These prices were 10.9% above their Q2 2021 level.

Services sold to households in France: +1.7%
In the second quarter of 2023, producer prices of services sold to households in France rose again over a quarter (+1.7% after +0.7%), mainly due to the acceleration of prices for transportation and storage services (+5.5% after +0.1%) and for accommodation and food service activities (+2.0% after +1.2%). Prices for real estate activities rose by 0.7% (after +0.8%). Those for administrative and support service activities rebounded (+1.6% after ‑0.2%). Prices for information and communication services were almost unchanged (‑0.1% after +0.5%), as were those for professional, scientific and technical activities (‑0.1% after +0.5%).
Year on year, producer prices of services sold to households in France decelerated in the second quarter of 2023 (+4.0% after +4.7%) and were 8.3% above their level in the second quarter of 2021.

Services sold on foreign markets: ‑0.2%
In the second quarter of 2023, exported services producer prices went slightly down after two quarters of strong decline (‑0.2%, after ‑4.0% in the first quarter of 2023 and ‑6.3% in the fourth quarter of 2022). Prices for transportation and storage services went down again (‑4.2%, after ‑12.2% and ‑16.6%), in particular those for sea and coastal freight water transport services (‑13.4%, after ‑22.2% and ‑26.1%) due to low demand combined to increasing capacities, and to a lesser extent, due to the fall in oil prices. On the other hand, prices for information and communication services (+1.3% after ‑0.3%) and those for administrative and support service activities rebounded (+0.9% after ‑0.5%). At last, prices for professional, scientific and technical activities were stable (0.0% after +1.6%).
Year on year, exported services producer prices fell back markedly (‑9.1% after ‑5.3%). However, they were still 2.8% above their level in the second quarter of 2021.

Definition: Services producer prices indices (SPPI) measure the quarterly evolution of transaction prices, excluding VAT, of services sold by French businesses. They are calculated, by market and by product, based on the results of the survey “Observation of prices in industry and services” (Opise) operated by INSEE.
SPPI are calculated on four types of market segments:
- BtoB: business to business, corresponding to services sold to home businesses;
- BtoC: business to customer, corresponding to services sold to households in France;
- BtoE: business to exports, corresponding to services sold on foreign markets;
- BtoAll: business to all, corresponding to the aggregation of the three market segments BtoB, BtoC and BtoE.
