In March 2023, the number of business births for all enterprises increased again month on month (+1.2% after +2.0% in February, seasonally and working-day adjusted). This increase is due to the rebound in conventional business births (+3.3% after ‑0.1%). Micro-entrepreneurs' registrations were stable after an increase of 3.3% in February. The raw number of business births over the last twelve months (April 2022 to March 2023) increased by 1.2% compared to that of the same period one year earlier (April 2021 to March 2022).

Since 1st January 2023, formalities for registering a business must be carried out on the electronic “one-stop shop” for business formalities. This major change temporarily weakens the monthly monitoring of business births, in particular due to a change in the registration delays in the SIRENE business register. The variations in business births recorded in the first few months of 2023 should therefore be interpreted with great caution. In March 2023, the number of business births for all enterprises increased again month on month (+1.2% after +2.0% in February, seasonally and working-day adjusted). Rebound in business births in most sectors over a month

In March 2023, seasonally and working-day adjusted, business births continued to rise over a month in most sectors. They increased sharply in business support activities (+2.6% after +2.4%), in industry (+8.5% after +18.5%) and in education, human health and social work activities (+2.9% after ‑3.9%). However, business births fell again in transportation and storage (‑6.2% after ‑2.8%). Business births fell back in information and communication (‑4.2% after +3.8%).

Slight decrease in business births in Q1 2023

The raw number of business set up in Q1 2023 fell slightly, in comparison with Q1 2022 (‑0.4%). This decline was due to the fall in conventional sole proprietorships’ births (‑9.1%) and company births (‑3.3%). Conversely, micro-entrepreneurs’ registrations increased (+2.5%).

Over this period, education, human health and social work activities made the largest negative contribution to the overall decrease (‑4,000 business births compared to the first quarter of 2022, representing a contribution* of ‑1.4 points). Within this sector, the fall was due in particular to that of “activities of human health activities not classified elsewhere” (‑2,700 business births in Q1 2023).

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Increase in business births over the last twelve months

The raw number of business births totted up over the last twelve months (from April 2022 to March 2023) increased (+1.2% year on year). Micro-entrepreneurs’ registrations (+2.5%) and company births (+1.8%) rose. Conversely, conventional sole proprietorships’ births decreased steeply (‑6.9%).

Over this period, the decline is particularly marked in transportation and storage activities (‑27.5% year on year), a sector in which business births had expanded strongly during the health crisis.

The monthly variation in the overall number of business births in February 2023 was not revised (after rounding).

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data.
