In February 2023, the number of business births for all enterprises bounced back (+2.0% after ‑4.4% in January, seasonally and working-day adjusted). This increase is due to the rebound in micro-entrepreneurs' registrations (+3.4% after ‑1.6%). Conventional business births decreased very slightly (‑0.2% after ‑8.8%). The raw number of business births over the last twelve months (March 2022 to February 2023) increased by 1.1% compared to that of the same period one year earlier (March 2021 to February 2022).

Since 1st January 2023, formalities for registering a business must be carried out on the electronic “one-stop shop” for business formalities. This major change temporarily weakens the monthly monitoring of business births, in particular due to a change in the registration delays in the SIRENE business register. The variations in business births recorded in the first few months of 2023 should therefore be interpreted with great caution. In February 2023, the number of business births for all enterprises bounced back (+2.0% after ‑4.4% in January, seasonally and working-day adjusted). Rebound in business births in most sectors over a month

In February 2023, seasonally and working-day adjusted, business births bounced back over a month in most sectors. They recovered in particular in industry (+18.4% after ‑19.3%), in business support activities (+2.5% after ‑4.2%) and in other services activities (+3.6% after ‑0.1%). However, business births fell again in education, human health and social work activities (‑4.3% after ‑0.8%), in transportation and storage (‑2.5% after ‑10.6%) and in accommodation and food service activities (‑2.6% after ‑6.8%).

Rise in business births in the last three months

The raw number of business set up from December 2022 to February 2023 increased slightly, in comparison with the same months one year earlier (+0.7%). This increase was driven by micro-entrepreneurs’ registrations (+1.6%) and company births (+1.8%). Conversely, conventional sole proprietorships’ births decreased sharply (‑6.5%).

Over this period, business support activities made the largest positive contribution to the overall increase (+3,200 business births compared to the same months one year earlier, representing a contribution* of +1.2 points). Within this sector, the rise was due in particular to that of activities of renting and leasing of other machinery, equipment and tangible goods not classified elsewhere (+1,400 business births over the last three months).

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Increase in business births over the last twelve months

The raw number of business births over the last twelve months (from March 2022 to February 2023) increased (+1.1% year on year). Micro-entrepreneurs’ registrations (+1.8%) and company births (+3.3%) rose. Conversely, conventional sole proprietorships’ births decreased steeply (‑7.4%).

Over this period, the decline is particularly marked in transportation and storage activities (‑32.0% year on year), a sector in which business births expanded strongly during the health crisis.

Revisions

The monthly variation in the overall number of business births in January 2023 has been revised upwards by 0.7 points, to ‑4.4% instead of ‑5.1%. This is the result of a more general revision of the business births series for the year 2022 and January 2023 to remove from the count business births that were invalidated after their registration.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs.
