In December 2022, the number of business births for all enterprises fell back sharply (‑3.4% after +2.2% in November, seasonally and working-day adjusted), after six consecutive months of increase. This decline is due to micro-entrepreneurs' registrations, which went down sharply (‑5.8% after +2.5%). However, conventional business births increased again, though more slightly than in November (+0.7% after +1.6%).

The raw number of business births in 2022 increased by 2.0% compared to 2021, reaching a new record level of 1.072 million business births over the year.

Sharp decline in business births in “other services activities” over a month

In December 2022, seasonally and working-day adjusted, business births decreased over a month in most sectors. They fell back sharply in “other services activities” (‑10.0% after +6.5%) and decreased again in business support activities (‑3.2% as in the previous month). They dropped sharply in manufacturing (‑16.3% after +5.3%) and in education, human health and social work activities (‑7.3% after +4.0%). However, business births grew again in transportation and storage (+6.4% after +5.2%) and in accommodation and food service activities (+3.3% after +4.5%).

Sharp increase in business births in Q4 2022

The raw number of business births over the fourth quarter of 2022 increased sharply, in comparison with the same quarter of 2021 (+8.5%). This increase was driven by vigorous micro-entrepreneurs’ registrations (+11.2%) and company births (+6.1%). Conventional sole proprietorships’ births increased very slightly (+0.3%).

Over this period, business support activities made the largest positive contribution to the overall increase (+11,500 business births compared to the last quarter of 2021, representing a contribution* of +4.4 points). Within this sector, the rise was due in particular to that of “business and other management consultancy activities” (+4,100 business births over Q4 2022 in comparison with the same quarter of 2021).

* The contribution of a sector to the overall variation is the variation observed in this sector, weighted by the share of this sector in the total number of births.

Increase in business births in 2022

The raw number of business births increased in 2022 (+2.0% compared to 2021) and reached the record level of 1.072 million business births. Micro-entrepreneurs’ registrations increased sharply (+2.8%) and company births more strongly (+4.8%). Conversely, conventional sole proprietorships’ births decreased steeply (‑7.4%).

However, in 2022, transportation and storage activities experienced a particularly sharp decline (‑34.5% year on year).

61% of business births were micro-entrepreneurs’ registrations in 2022

In 2022, in raw data, 61% of business births were micro-entrepreneurs’ registrations, as in the previous year. This share stood at 56% in December 2022, the lowest proportion in the last twelve months: the fall in micro-entrepreneurs’ registrations was sharper this month than the seasonal drop usually observed at the end of the year.

Revisions

The monthly variation in the overall number of business births in November 2022 has been revised downwards by 0.3 points, to +2.2% instead of +2.5%, due to the revision of the raw data and the update of the SA-WDA parameters.

The business births data are build from the Register of Enterprises and Establishments (REE). This register is itself supplied with data from SIRENE and enriched with elements from the SIRUS statistical register.

The definition of creation adopted by INSEE is based on the concept defined by Eurostat, to harmonize and compare European data. The appearance of a market producer legal unit with no predecessor is considered to be a newly created enterprise by Eurostat. This concept of creation relies on new production resources.

Starting from the data relating to January 2009, the business start-up statistics include applications for start-ups as micro-entrepreneurs. Since this date, sole proprietorships excluding self-managed micro-entrepreneurs are called conventional sole proprietorships and start-ups excluding self-managed micro-entrepreneurs are called conventional businesses.

From the January 2022 publication, business births are calculated according to a revised scheme. This has led to an increase in the level of historic series of business births.
