Unprecedented drop in households’ confidence in April 2020 Monthly consumer confidence survey - April 2020

In April 2020, due to the sanitary crisis, households’ confidence in the economic situation decreased sharply (compared to early March): the synthetic index lost 8 points, its most important decrease since the creation of the survey, in 1972. Standing at 95, it is now below its long term average (100).

Warning:

The April’s survey was conducted from March, 27th to April, 18th 2020, i.e. after the containment of the population began, on March, 17th, in the context of the fight against the spread of the Covid-19 virus. On the contrary, the responses to the March survey were essentially collected during the pre-containment period.

Personal situation

Suitable time to make major purchases: historical decrease

In April, the share of households considering it is a suitable time to make major purchases dropped substantially. The corresponding balance lost 43 points and hit its lowest level since the creation of the survey (-59 vs. -42 in December 1995).

Moreover, households' opinion balance on their future financial situation decreased strongly. It lost 15 points (its strongest decrease since the creation of the survey) and fell to the level of May 2014. Yet, the balance related to their past financial situation gained 5 points and remains above its long-term average.

Suitable time to save: clear decrease

In April, the share of households considering it is a suitable time to save decreased. The corresponding balance lost 5 points and remains well below its long-term average.

Households’ opinion balance on their current saving capacity improved again. It gained 4 points and remains above its long-term average.

On the contrary, households’ opinion balance related to their expected saving capacity decreased slightly. It lost 2 points but stays above its long-term average.

Economic situation in France

Future standard of living in France: unprecedented decrease

Households’ opinion balance about the future standard of living in France decreased by 35 points in April – the strongest decrease ever recorded in a month. At -71, it stands at its lowest level since the creation of the survey. Therefore, households’ opinion drop about the standard of living in France appears to be more pronounced than on their own (-15 points, cf. supra).

On the contrary, the share of households considering that the past standard of living in France has improved during the past twelve months has slightly increased for the fourth consecutive month. The corresponding balance still remains above its long-term average.

Unemployment: fears increasing strongly

Households' fears about the unemployment trend increased strongly in April. The corresponding balance increased by 42 points and hits a level that had not been reached since July 2015.

Expected inflation: strong increase

In April, households considering that prices will be on the rise during the next twelve months were clearly more numerous than the previous month: the corresponding balance gained 27 points and stands well above its long term average.

On the contrary, households considering that prices were on rise during the past twelve months were less numerous than the previous month: the corresponding balance kept decreasing and stands below its long term average.

Definition – The synthetic households’ confidence index summarizes households’ opinion on the economic situation: the higher its value, the more favorable households’ judgment of the economic situation is. It is calculated using a factor analysis technique, which enables to summarize concomitant movements of highly correlated variables. The index describes here the common factor of 8 balances of opinion: past and future general economic situation in France, past and future personal financial situation, unemployment, major purchases intentions, current savings capacity and expected savings capacity.

Calculation method – Around 2,000 households are surveyed by telephone, during the first three weeks of each month. Answers to this survey were collected between March 27 and April 18 2020. For each question, a balance of opinion is calculated as the difference between the percentages of positive and negative answers. Since the level of these balances is not open to direct interpretation, comments are based on their changes and their distance to their long–term average. Seasonal coefficients are calculated again every month, hence the slight revision of the seasonal adjusted balances history at each publication.
