The Law of February 8th, 2008 n° 2008-111 on purchasing power modified the Housing Rent Reference Index created (IRL) by the Law of July 26th, 2005 n° 2005-841. It is an over-the-year chain-linked index. It is constructed by multiplying the index of same quarter of previous year by the change between these two periods in the average over twelve consecutive months of consumer price index excluding tobacco and rents. This index is referenced 100 on the Q4 1998.
The calculation is done using the non-rounded up values of the consumer price index without tobacco and rent.
The housing rent reference index and the annual variation of the housing rent reference index are rounded up to two decimals.
