In Q4 2015, the average ILO unemployment rate in metropolitan France and overseas departments stood at 10.3% of active population. In metropolitan France only, the number of unemployed decreased by 47,000 to 2.9 million people unemployed; thus, the unemployment rate decreased by 0.1 percentage points q-o-q, returning to its S1 2015 level (10.0%). It decreased across all age groups. Over a year, the unemployment rate fell by 0.1 percentage points.

The unemployment halo rose slightly compared to previous quarter
In metropolitan France, among inactive people, 1.4 million persons wish to work but they are not considered as unemployed according to the ILO definition: they are part of the halo around unemployment. In Q4 2015, the number of people in this unemployment halo rose slightly q-o-q (+23,000) and was virtually stable over the year (+6,000).

The employment rate remained stable and the activity rate decreased slightly

Permanent employment rate for people aged 15-64 remained at 48.6% in Q4 2015. It decreased by 0.5 percentage points year-on-year. Fixed-term and temporary employment rate stood at 7.4%, as in Q3 2015. It increased by 0.5 percentage points year-on-year.
The activity rate of people aged 15-64 stood at 71.5% in Q4 2015. It decreased by 0.2 percentage points quarter-on-quarter and by 0.1 percentage points year-on-year.
Underemployment decreased slightly
In Q4 2015, 6.6% of the employed persons were underemployed, decreasing by 0.1 percentage points over the quarter. It mainly concerns people who have a part-time job and wish to work more. Slack work stood at 0.2% of the employed.

It is revised downwards by 0.2 percentage points in France including overseas departments, to 10.4% of active population.
