Monthly change: +0.2%; Year-on-year: +0.2% In December 2015, the Consumer Price Index (CPI) recovered, increasing by 0.2% after an equivalent decline in November. Seasonally adjusted, it remained unchanged compared with the previous month, after –0.1% in November. Year-on-year, the consumer prices grew by 0.2%, after a stability in November. The rise in prices in December resulted from seasonal increases in prices of some services and manufactured products. These increases were partially offset by a further drop in energy prices and fresh foodstuffs.
Warning: from 29 January 2016, Insee will publish each month a provisional estimate of the Consumer Price Index (CPI). Moreover, also from that date, the CPI will be rescaled. Its reference period will be changed from 1998=100 to 2015=100. Further information on all these changes are available (in French) on the web page of this indicator.

In December 2015, the Consumer Price Index (CPI) recovered, increasing by 0.2% after an equivalent decline in November. Seasonally adjusted, it remained unchanged compared with the previous month, after –0.1% in November. Year-on-year, the consumer prices grew by 0.2%, after a stability in November.
The rise in prices in December resulted from seasonal increases in prices of some services and manufactured products. These increases were partially offset by a further drop in energy prices and fresh foodstuffs.
Seasonal increase in service prices
In December 2015, prices of services were broadly up 0.6% (+1.1% year-on-year) mainly due to the seasonal increases in prices of services related to tourism: +12.7% for airfares (–4.0% year-on-year), +6.6% for accommodation services (+3.3% year-on-year) and +13.3% for package holidays (+5.4% year-on-year). In addition, as each year in December, refuse collection fees (+1.3%) rose, as well as insurance premiums (+0.9%; +2.9% year-on-year).

Manufactured product prices increased
In December 2015, prices of manufactured products recovered (+0.3% after –0.1% in November; –0.3% year-on-year). Indeed, clothing and footwear prices went up before the winter sales (+0.8%; -0.3% year-on-year) while discounts ended for many products, especially bedding (+2.9%; +0.4% year-on-year), furniture and furnishings, carpets and other floor coverings (+0.7% month-on-month; +0.5% year-on-year) and household appliances (+0.7%; –0.6% year-on-year). Furthermore, prices of audiovisual, photographic and information processing equipment were up very slightly (+0.1%), thus the pace of their year-on-year decrease eased again (–1.5% after –2.4% in November and –7.3% in December 2014).
Further drop in prices of energy
In December 2015, energy prices declined for the seventh month in a row (–1.2%; –4.7% year-on-year after –6.0% in November). As this decrease was less pronounced in December this year than the year before, energy prices contributed significantly to the year-on-year increase of the CPI in December 2015. The drop in prices of petroleum products (–2.2%; –9.7% year-on-year) was more pronounced for heating fuels (–5.0%; –17.6% year-on-year) than for motor fuels (–1.7%; –8.4% year-on-year). Prices of town gas also diminished (–1.2%; –7.7% year-on-year). By contrast, electricity fares remained stable (+4.2% year-on-year, as in November).
Food prices declined
As in November, food prices decreased slightly (–0.3%; +0.6% year-on-year) due to a further drop in fresh foodstuff prices (–2.3%; +3.1% year-on-year). Unusual mild temperatures have stimulated supply of fresh vegetables whose prices fell notably in December (–5.4%; –0.4% year-on-year). The prices of fresh fruits continued to diminish for the same reason (–2.2%; +5.3% year-on-year). On the other hand, prices of fresh fishes and seafood grew sharply in December (+5.2%; +6.2% year-on-year). Excluding fresh products, food prices remained overall stable in December and recovered moderately year-on-year (+0.2% after +0.1% in November).
Core inflation rose slightly
In December 2015, the core inflation indicator (ISJ) increased slightly (+0.1% after 0.0%). Year-on-year, it was up 0.8% (after +0.7% in October and November), its highest level since February 2014. The Harmonized Index of Consumer Prices (HICP) recovered month-on-month (+0.2% after –0.2%), as year-on-year (+0.3% after +0.1%).
