The SINE programme (New Enterprises Information System) serves to analyse the profile of the creator and the start-up and development conditions of new enterprises and the problems young enterprises encounter over the first five years of their existence and the effects on employment of business start-ups.It meets the demand of different bodies responsible for developing new enterprise support policies. Chambers of Commerce and Industry, Chambers of Trade, banks, regional councils, Directorate General for Competitiveness, Industry and Services (DGCIS), Business Start-up Agency (APCE), support for the innovation and growth of small and medium enterprises (OSEO), France Initiative Réseau, Association for the right to economic initiative (ADIE), etc.Since the first survey of the 2010 set featured specific surveying of auto-entrepreneurs has been adopted, though nonetheless tackling the same topics as the surveying of other creators.

The economic coverage of the SINE programme matches the businesses' demographic scope: all market activities, excluding agricultural activities. Until the 2002 set, the SINE system only covered the "ICS" scope (Industry, the building industry, Trade and Services).

SINE is an ongoing system to observe and monitor a generation (or set) of new enterprises every four years. In this case, a generation is a group of enterprises created over the same period (the first half) of a given year. Each generation of enterprises is therefore only represented by the companies created in the first half of the year. For each generation, the information is collected using three surveys: - the first, a few months after the creation of the enterprise; - the second, at the end of the third year of existence of the enterprise; - the third, five years after its creation.

The data is collected by mail. The surveying of a new set is launched every 4 years.
This survey programme was launched in 1994, with surveying of enterprises created or resumed in the first half of 1994. Until now, five generations of start-ups have been observed : 1994, 1998, 2002, 2006, 2010. From 2010, the device incorporates "auto-entrepreneurs". The sixth generation, 2014, is under observation.

Not all new enterprises are surveyed. The samples for the SINE system are selected from the business start-ups recorded in the Sirene register, divided into categories based on three criteria: region, business sector and employment(*) - presence or not of employees upon start-up. The sample selection method allows the results to be representative both nationally and regionally. (*) Until the 2006 set, the third criterion was "pure creation or resumption", but the notion of resumption is no longer understood in the same fashion with the European business demographics concepts, adopted in France from 2007. Currently, SINE only surveys start-ups, according to the European definition. Depending on the generations, from 1994 to 2006, the first survey has dealt with a sample of approximately 30,000 to 50,000 business start-ups (or resumptions) in the first half of the year. As of 2010, two samples "auto-entrepreneurs" and "Sine excluding auto-entrepreneurs" relative to the first question include over 85,000 businesses. Only the surviving companies are then resurveyed after three years and five years of existence. The total 2014 SINE sample (first survey of the 2014 generation) had approximately 45,500 non-auto-entrepreneurs creators, and 40,000 auto-entrepreneurs. The second survey in this cohort will be held in 2017. In order to reduce the statistical demands on businesses, those selected for this survey are less often surveyed for the annual sectoral survey (ESA).
