Objectifs :

The Health and disability survey - institutions section (HSI) was carried out in 2009, the aim being to measure the prevalence of various disability situations, focusing in particular on new concepts developed by the World Health Organisation (WHO), to assess aid needs and measure the social disadvantages experienced by these people.

For the health part, the survey was also intended to provide indicators for the five-year public health law and integrate the European survey modules produced by Eurostat, in order to improve survey comparability at European level.

It provides information on the expectations of disabled or dependent people with regard to accommodation and professional integration.

The Health and disability (HSI) survey was based on work done on the institution section of the 1998 Disability, incapacity, dependence (HID) survey.

- deficiency and disability (functional limitations and activity restrictions);

- health, mental health, prevention, use of care facilities, use of medical facilities, hospitalisation;

- different forms of aid received: technical, human, services, help with professional integration, help with schooling, etc.

- need for aid, in all its forms;

- familial situation, schooling, jobs, income, leisure, holidays, membership of associations and discrimination experienced, etc.

Période et mode de collecte :

Data collection was by a computer-assisted method (Capi), and consisted of face-to-face interviews by the researcher with some of the residents in institutions (centres for elderly people, disabled people, people in psychiatric establishments, and social reintegration centres).

About 1,550 institutions were involved. Data collection took place from October to December 2009.

Historique :

This survey was carried out for the first time in 2009.

Plan de sondage :

The sample of institutions was taken from the "National file of health and social establishments (FINESS)" which lists all health and social establishments.

In particular, it contains information on authorisation to open such institutions, facilities that are authorised and set up, according to type of institution.

It is managed by the Departmental and Regional Offices for Health and Social Affairs (Ddrass).

The sample is classified according to type of institution:

- accommodation for dependent elderly people (EHPAD);

- retirement homes;

- long-stay care units (USLD);

- establishments for disabled adults;

- psychiatric establishments and units;

- shelter centres for social reintegration (CHRS).

From each of the chosen institutions, a sample of individual residents was selected. The aim was to obtain a sample of about 10,000 residents.

In 2008, the household section of this survey was carried out (HSM), using a sample drawn from the database of respondents to the filter survey (Everyday life and health - VQS) in 2007.
