Objectifs :

Revision of prices of construction contracts (notice in the Official Journal May 26, 1974 from the Ministry of Economy and Finance on the proposal of the Ministry of Land, Infrastructure and Transport. The Minister of Economy and Finance, has decided, on the proposal of the Minister of State, Minister of Land, Infrastructure and Transport, that for the revision of construction building markets prices, the national indices listed in the table downloadable from the "Related Documents" part, and characterized by the symbol " BT " would now be used.

The building indices (BT) and public works (TP) are indices of the cost of various activities of the construction sector, mainly used for indexing contracts. The indices "all trades" BT01, BT50 and TP01 are also used for statistical purposes.

The index BT01 is notably the leading indicator of reference for prices in the construction sector. With two of its positions, it represents the French response to the European regulation requirement on short - term statistics ( Regulation "STS" n ° 1165/98 of Council of 19 May 1998 as amended by Regulation EC No. 1158/2005 of Council of 6 July 2005 ) for 320 variables "construction costs" 321 "material costs" and 322 "labour costs" of Annex B " Construction" of this regulation.

Theses indices can be used to analyse the activity of the sector, as economic indicators of cost or as national accounts deflators. They are used especially to index contracts, and particularly public contracts and contracts for the construction of individual houses. Some overseas departments (Reunion, French Guiana) and overseas territories ( French Polynesia ) have a specific BT01 index.

At their initial development, the indices  BT and TP were articulated with the classification of activities and products in force at that time : NAP 73.

Although  these indices were not subsequently readjusted on NAF and CPF, they are listed (in the table downloadable from the "Related Documents" part) by NAF activity code 2008 and / or CPF 2008 in order to facilitate the choice of the right index, through lecture notes available on the nomenclature the site of INSEE.

The indices BT and TP do not give rise to a new survey, but use existing official statistics, including OPISE device to form elementary indices. Conceptually, the unit observed on its costs is a branch or a sub-branch of activity of French construction companies.

Historique :

Until the month of January 2014 which is focused on the dissemination of the indices of October 2013, these indices were calculated and published by the Office for Economic, evaluation, and integration of sustainable development of the Ministry of ecology, Sustainable Development and Energy.

The decree No. 2014-114 of 7th  February 2014 on the national index of all trades building and the circular of 21st  February the Ministry of Economy and Finance NOR EFIS 1404646 C transferred the control of work at INSEE.

Beginning from  February 2014 on the dissemination of the indices of November 2013, the general methodology, the weights and the reference 1974 (BT) or 1975 (TP) of these indices have been preserved, but now the elementary indices all correspond to indices developed by public statistics for calculations in progress.

Méthodologie :

The building indices (BT) and public works (TP) are indices of costs of different activities in the construction sector, apprehended from 6 positions in a cost accounting process :

"cost of labor" formerly called "salaries and expenses "," materials "," equipment ","energy","transportation "," miscellaneous expenses ", similar to the approach" KLEMST " of the productivity economists (K = capital , L = labour, E = energy, M = materials, S = services for "miscellaneous expenses", T = transport). Although the structure and the weighting of the indices BT and TP were periodically reviewed, the BT indices are still expressed in reference 1974 and the indices TP  in reference 1975.

Each position consists of elementary indices taken now from official statistics.

The weights of the positions and the elementary indices forming the various positions are fixed for the duration of the base.

The positions are calculated through an aggregation - chaining technique of Lowe : the evolution of the position is a weighted average of changes in the elementary indices forming the position. The businesses and the local communities can use these official indices for construction works contracts, by choosing the activity the closest to the object of their market. These "indices" are constituted as parametric formulas for costs developments on various inputs, as recommended in the guide "The prices in Public Procurement" published by the Legal Affairs Directorate of the Ministry of Economy and Finance in April 2013 ( version 1.1 ). However, other more suitable parametric formulas are permissible, such as the use of " miscellaneous expenses " and " transport" published among the " various index construction " positions ;

The indices BT and TP are disseminated during the third month following the month under review, on the site of the BDM in the theme "Prices and price indices" under " Construction producer price and costs indices", under "Producer cost indices for construction (contract escalation)". They are also published in the Official Journal.
