Objectifs :

The purpose of the survey is to measure the difficulties met by Small and Medium-sized enterprises (SMEs) employing at least 10 persons to get finance and in the means and sources of financing looked for in 2007, in 2010 and over the period 2011-2013.

An other scope is to study the high-growth enterprises and "gazelles" (high-growth enterprises that are up to 5 years old), in particular as comparison with the United States.

Thèmes abordés :

The main characteristics are:
- the relevance of the ownership situation for access to finance;
- the degree and success rates of all attempts to obtain various sorts of financing;
- the extent of guarantees for business loans;
- the perception by the owner / manager of the cost and burden to obtain business loans;
- the importance of the choice of financial institution (geographic proximity, prior client status etc.);
- the perceived need for future financing and its forms.

In terms of business activities, the scope of the survey is included in the non-financial enterprises. Activities to be covered are sections B to N of the NACE rév.2 except the section K (financial enterprises).

The scope is enterprises with 10 to 249 persons employed in 2005, which have at least 10 persons in 2010.

Période et mode de collecte :

This survey was once realized, in 2010. At present, it is not planned to renew this survey.

Historique :

The collect was conducted between september and december, 2010, online (a paper version of the questionnaire could be sent up on resquest).

The answer rate is 77 %. Among them, 94 % used the oneline questionnaire.

Plan de sondage :

To establish the sampling base, Insee leaned essentially on the demography files of company (in the European standards) said "stocks of companies in January 1st", as well as on the repertory of the Financial Links between Enterprises (LIFI) for the groups.

The survey adopted a sampling plan stratified by the activity and the sub-population (gazelles, the other enterprises with high-growth, the other enterprises).

The sample includes 12001 enterprises.

Autres spécifications :

This survey corresponds to the first use of the " flexible module " established by the revision of the European regulation on the structural statistics of companies (SBS, for Structural Business Statistics, cf. regulation of the European Council and of the parliament No 295/2008). This " flexible module " has for objective " to have a flexible tool allowing to answer in due course to the new statistical needs due to the evolution of the economic situation ". The European regulation n°97 / 2009 of February 2nd, 2009 confirmed the topic of the access to finance for the flexible module in 2010.

The European survey "Access to finance (ATF)" was conducted in 20 countries (in particular Germany, the United Kingdom, Italy and Spain).
